note: Terdapat permasalahan yang dihadapi dalam pelaksanaan Program Kota Sehat di
Kota Serang, yaitu: Belum optimalnya sarana dan prasarana yang menunjang
kesehatan masyarakat dalam pelaksanaan Program Kota Sehat, kurangnya
komitmen antar Organisasi Perangkat Daerah (OPD), masih banyaknya kelompok
kerja dan forum komunikasi kecamatan yang belum maksimal dalam menjalankan
fungsinya. Tujuan penelitian ini adalah untuk menjelaskan lebih lanjut bagaimana
keberhasilan Program Kota Sehat dalam Mewujudkan Masyarakat Sehat dan
Mandiri di Kota Serang berdasarkan konsep evaluasi program dan menggunakan
teori model evaluasi Leo Agustino. Pada penelitian ini menggunakan metode
deskriptif dengan pendekatan kualitatif. Hasil penelitian ini menunjukkan bahwa
pelaksanaan Program Kota Sehat dalam Mewujudkan Masyarakat Sehat dan
Mandiri di Kota Serang ini belum berjalan dengan optimal, dikarenakan masih
terdapat beberapa permasalahan, seperti: kurangnya koordinasi antar organisasi
perangkat daerah, kurang aktifnya Forum Kota Sehat tingkat Kota Serang, Forum
Komunikasi Kecamatan dan Kelompok Kerja Kelurahan, kurangnya anggaran
dalam pelaksanaan program, rendahnya partisipasi masyarakat dalam kegiatan
Program Kota Sehat, dan lain sebagainya.
abstract: There are problems faced in the implementation of the Healthy City Program in
Serang City, namely: Not optimal facilities and infrastructure that support public
health in the implementation of the Healthy City Program, lack of commitment
between Regional Apparatus Organizations (OPD), there are still many working
groups and sub-district communication forums that are not optimal in carrying out
their functions. The purpose of this research is to further explain how the success
of the Healthy City Program in Realizing Healthy and Independent Communities in
Serang City is based on the concept of program evaluation and using Leo
Agustino's evaluation model theory. This research uses a descriptive method with
a qualitative approach. The results of this study indicate that the implementation of
the Healthy City Program in Realizing Healthy and Independent Communities in
Serang City has not been running optimally, because there are still several
problems, such as: lack of coordination between regional apparatus organizations,
less active Healthy City Forum at the Serang City level, District Communication
Forum and Kelurahan Working Group, lack of budget in program implementation,
low community participation in Healthy City Program activities, and etc.
