The fulfillment of children's rights is the responsibility of the local government to be able to improve the Decent City for children through the PUSPAGA program. But the fact is that there are still a lot of children, especially in Serang City, who are still victims of violence which even increases every year. This study focuses on the implementation of the PUSPAGA Program in the prevention of child violence in Serang City and aims to find out more about the implementation of the PUSPAGA program in the prevention of child violence in Serang City using the theory of A Model Of Implementation according to Van Metter and Van Horn. This study used descriptive qualitative research methods, then the data was analyzed based on observations, interviews and documentation. The results of this study show that the implementation of the Cahaya Hati PUSPAGA Program in preventing violence against children has not been optimally carried out due to obstacles and obstacles, namely the absence of counselors to carry out counseling services, the absence of guidance to village cadres related to the PUSPAGA Program, inadequate facilities and infrastructure and the lack of socialization and promotion activities carried out due to limited budget funds.
