The method used uses historical research methods, including heuristics, criticism, interpretation and histiography. The analytical theory used in this research uses the propaganda theory put forward by Edward L Bernays, this theory is used to analyze propaganda which is a form of mass communication that is often used by individuals and groups as a medium to spread a belief or doctrine. The research results show that saving activity is something that is rooted and entrenched. Meanwhile, the activity of saving by entrusting money to government institutions has been going on since the Meiji era in the 1870s. In contrast to Japan, Indonesian people have known about financial institutions in the form of banks since 1897 when the Dutch colonial government first established Postpaarbank which was based in Batavia. Even though banks have existed since the Dutch colonial era, allegations that the number of customers increased rapidly during the Japanese occupation cannot be ignored. Not only related to how to save and save money, basically, a general invitation to save money related to lifestyle during the war was socialized by the Japanese. Economic conditions in Indonesia during the Japanese occupation period 1942-1945, at that time Japan carried out policies such as increasing rice production in 1942, the condition of rice at that time was very worrying. Japan plans to increase land area. The way to increase the land area is by opening up new land, especially former plantations, other land that has never been planted, besides Japan, which introduced new rice planting techniques. During the Japanese occupation, at that time, the island of Java was designated as a supplier of rice for islands outside Java as well as for fighting purposes on the battlefield.
