Data from the BPJS Employment Agency indicates a surge in Occupational Accident Insurance (JKK) claims, reaching 360,635 cases by November 2023. In response, the government has enacted regulations such as Permen PUPR No. 10 of 2021 to enhance safety standards in construction projects. A literature review is crucial to understanding the barriers to implementing occupational health and safety regulations and to exploring innovations for improving workplace safety in this sector.  This study aims to analyze the Construction Safety Management System (SMKK) by assessing the level of implementation and examining the factors based on Permen PUPR No. 10 of 2021. The research employs a systematic literature review method, sourcing data from Google Scholar with the aid of the "Publish or Perish" software, focusing on published journal articles about the application of construction safety management systems in Indonesia from 2021 to 2024. Keywords used include Implementation of Construction Safety Standards, SMKK, SMK3, based on Minister of Public Works and Housing Regulation No. 10 of 2021. After processing, 84 journal articles were selected through exclusion, inclusion, and quality assessment methods, resulting in 13 articles being discussed in this study.  From this literature review, it can be seen that the assessment of SMKK implementation at 78,54% can be reviewed through Construction Safety Plan (RKK) where there are 5 factors considered; Leadership and Worker Participation in Construction Safety 79,03%, Construction Safety Planning 83,83%, Construction Safety Support 72,42%, Construction Safety Operations 79,81%, Construction Safety Performance Evaluation 77,61%.
