description: In 2022, Indonesian students' mathematical literacy scores will still be far below the average PISA score. This research aims to develop students' mathematical literacy instruments based on PISA levels in 2022, consisting of 8 questions with different PISA levels. This instrument uses a cultural context, namely the Al-Azhom Grand Mosque in Tangerang. The instrument was tested on 8th grade students at SMPN 1 Rajeg with subjects in 5 classes. Research subjects went through several research stages, namely one-to-one, small group, and field tests to assess the potential impact on the instrument. The instrument was tested by 4 experts to produce a valid and reliable instrument. Validity was tested using Aiken validity of 0,8 and reliability using the test-retest method which was tested using the Pearson method with a value of 0,91. Based on the research that has been carried out, the results show that students have had several potential impacts at the PISA level, namely understanding the information contained in mathematical literacy.
