description: Shadow State plays a role in parking management in Central Jakarta and North  Jakarta which certainly has a purpose. Until now, there have been quite a lot of actions  taken by formal parties in dealing with the parking problem. Another goal is to analyze  and describe more deeply the Shadow State in parking management in Central Jakarta  and North Jakarta. However, specifically this research aims to find out how the  Shadow State is run by informal groups. This research analysis isdissected using  Gaventa's Shadow State theory which explains about two-dimensionalpower and threedimensional power not only in decision making but also in decision making and also  outside the decision. This type of research uses realist ethnographic research  techniques with a case study approach. The data sources obtained came from primary  data and secondary data. To find informants in this study using a purposive sample.  The results of this study show that formal actors have madevarious efforts to eradicate  Shadow State practices in parking management with zero results, illegal parking  practices carried out by informal actors can still survive and carry out their activities.  This Shadow State practice activity is certainly a bad image that occurs in Central  Jakarta and North Jakarta.
