The film argues that stringent law enforcement against marijuana users only leads to new issues, such as prison overcapacity. The framing in the film emphasizes aspects categorized in William A. Gamson's framing analysis, namely central ideas, framing devices, and reasoning devices, guiding the audience to think critically about the repercussions of strict law enforcement on marijuana use, which creates new problems. Additionally, the film underscores the urgency of marijuana legalization for medical purposes as a solution to legal and medical issues.
