      "note": "The education and culture office of serang regency has implemented\r\ncompulsory education for children from SD to SMP according to serang regency\r\nregional regulation number 1 of 2019 concerning the implementation of education\r\nin serang regency. The application of these reguylations is expected to prevent\r\nchildren from dropping out of school at compulsory education age. Researchers\r\nare interested in conducting research on how the authority of the education and\r\nculture office of the serang district in overcoming school dropouts in compulsory\r\neducation age children in the Pamarayan sub-district based on the Serang district\r\nregional regulation number 1 of 2019 concerning the implementation of education\r\nin the Serang district and how the district education and culture services are\r\nworking. Attack in the face of obstacles to evercome school dropouts of\r\ncompulsory age for education in Pamarayan sub-district based on the regional\r\nregulation of Serang district number 1 of 2019 concerning the implementation of\r\neducation in Serang district ?\r\n \r\nThe menthod used in this research is juridical empirical or sociological \r\njuridical with descriptive analytical research type. The date used in thus study are\r\ndate obtained from secondary date which is a source of primary legal material,\r\nnamely laws and regulations and primary date, namely in the form of interviews\r\nwith  the head of the section for community education at the education and culture\r\noffice of Serang regency and interviews with supervisors and inpectors of the\r\neducation unit and culture of Pamarayan district.\r\n \r\nThe results of thus study indicate that the authority of the Serang district \r\neducation and culture office in overcoming school dropouts at compulsory\r\neducation age in Pamarayan district has not been maximum. This is because there\r\nis only the community learning activity center of school pursuing package in\r\nPamarayan district and the lack of facilities and infrastructure at the community\r\nactivy center and the absence of an educational course institution in Pamarayan\r\nsub-district that have not been resolved.",

      "abstract": "Dinas Pendidikan dan Kebudayaan Kabupaten Serang sudah menerapkan\r\nanak wajib belajar dari SD sampai dengan SMP sesuai Peraturan Daerah\r\nKabupaten Serang Nomor 1 Tahun 2019 Tentang Penyelenggaraan Pendidikan Di\r\nKabupaten Serang. Penerapan peraturan tersebut diharapkan dapat mencegah anak\r\nputus sekolah pada usia wajib belajar. Peneliti tertarik untuk melakukan penelitian\r\ntentang bagaimana kewenangan dinas pendidikan dan kebudayaan kabupaten\r\nserang dalam mengatasi anak putus sekolah pada anak usia wajib belajar di\r\nkecamatan pamarayan berdasarkan peraturan daerah kabupaten serang nomor 1\r\ntahun 2019 tentang penyelenggaraan pendidikan di kabupaten serang dan\r\nbagaimana upaya dinas pendidikan dan kebudayaan kabupaten serang dalam\r\nmenghadapi hambatan-hambatan untuk mengatasi anak putus sekolah usia wajib\r\nbelajar di kecamatan pamarayan berdasarkan peraturan daerah kabupaten serang\r\nnomor 1 tahun 2019 tentang penyelenggaraan pendidikan di kabupaten serang ?\r\nMetode yang digunakan dalam penelitian ini adalah metode yuridis empiris\r\natau yuridis sosiologis dengan jenis penelitian deskriptif analitis. Data yang\r\ndigunakan dalam penelitian ini adalah data yang diperoleh dari data sekunder\r\nyang merupakan sumber bahan hokum primer yaitu peraturan perundangundangan\r\n\r\ndan data primer yaitu berupa wawancara dengan Kepala Seksi bidang\r\npendidikan masyarakat Dinas pendidikan dan kebudayaan kabupaten serang serta\r\nwawancara dengan Pengawas dan Penilik Unit Pendidikan dan Kebudayaan\r\nKecamatan Pamarayan\r\nHasil penelitian ini bahwa kewenangan dinas pendidikan dan kebudayaan\r\nkabupaten serang dalam mengatasi anak putus sekolah usia wajib belajar di\r\nkecamatan pamarayan belum maksimal. Hal ini dikarenakan hanya ada satusatunya\r\n\r\nPusat Kegiatan Belajar Masyarakat atau Sekolah Kejar Paket di\r\nKecamatan Pamarayan serta minimnya sarana dan prasana di Pusat Kegiatan\r\nMasyarakat dan tidak adanya Lembaga Kursus Pendidikan Di Kecamatan\r\nPamarayan sehingga masih banyaknya anak putus sekolah di kecamatan\r\npamarayan yang belum teratasi.",
