Pembimbing I: Kandung Sapto Nugroho, S.Sos., M.Si dan Pembimbing II: Maulana Yusuf, M.Si Kebijakan Peraturan Daerah Kota Cilegon Nomor 5 Tahun 2001 tentang Pelanggaran Kesusilaan, Minuman Keras, Perjudian, Narkotika, Psikotropika, dan Dzat Adiktif lainnya menegaskan bahwa di Daerah Kota Cilegon dilarang mendirikan suatu bangunan usaha yang berbentuk dalam kegiatan ekonomi yang menyangkut pada peredaran minuman keras di Kota Cilegon. Kebudayaan Masyarakat Kota Cilegon yang majemuk membuat daerah terbawa dalam kebudayaan baru. Peredaran minuman yang masih banyak ditemukan pada tempat hiburan malam dan toko pinggir jalan raya Daerah Kota Cilegon. Tujuan penelitian ini adalah untuk mengetahui Implementasi Perda Nomor 5 Tahun 2001 di Kota Cilegon dan mengetahui hambatan yang dihadapi oleh Pemerintah Daerah. Penelitian ini bertitik tolak dari teori implementasi kebijakan Van Metter dan Van Horn. Metode Penelitian yang digunakan adalah metode deskriptif dan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan teknik analisis Miles Huberman. Teknik keabsahan data mengunakan triangulasi metode dan triangulasi sumber. Hasil penelitian ialah implementasi tidak baik dalam pelaksanaannya walaupun sudah berjalan sesuai tupoksi dan SOP, dan hambatan yang dihadapi pemerintah daerah adalah kurangnya anggaran serta tenaga kerja yang berintegritas dalam pengawasan Implementasi Kebijakan Perda Nomor 5 Tahun 2001 di Kota Cilegon sehingga membuat aparatur daerah menarik uang keamanan guna mengontrol peredaran miras di Kota Cilegon. Kata Kunci : Pelaksanaan Kebijakan, Pelanggaran Peredaran Minuman Keras, Pemerintah daerah Kota Cilegon.

The purpose of this study is to know the Implementation of Local Regulation No. 5 Year 2001 in Cilegon City and know the obstacles faced by Local Government. This research is based on the theory of policy implementation of Van Metter and Van Horn. The research method used is descriptive method and qualitative approach. Technique of collecting data by interview, observation, and documentation. Data analysis technique using Miles Huberman analysis technique. Data validity technique uses triangulation method and source triangulation. The result of the research is the implementation is not good in its implementation even though it has been run according to the tupoksi and SOP, and the obstacles faced by local government is the lack of budget and manpower with integrity in supervision of Policy Implementation of Regulation No. 5 Year 2001 in Cilegon City so as to make the regional apparatus to withdraw the security money controlling the circulation of alcohol in Cilegon City.
