Abstract
Fokus penelitian adalah Evaluasi Program Pemberdayaan Kelompok Usaha Bersama (KUBE) di Kecamatan Cinangka Kabupaten Serang. Permasalahan dalam penelitian ini adalah kurangnya jumlah pendamping sehingga proses pendampingan kurang merata, sejauh ini program KUBE yang dilakukan masih belum bisa meningkatkan pendapatan anggota kelompok, fungsi anggota KUBE tidak sesuai dengan struktur yang ada, masih lemahnya sistem administrasi dalam kelompok. Tujuan dari program ini adalah untuk mengevaluasi dampak dari adanya program kelompok usaha bersama (KUBE) di Kecamatan Cinangka Kabupaten Serang. Peneliti menggunakan teori Evaluasi Kebijakan Publik CIPP (Context, Input, Procces, Product). Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Analisis data yang digunakan dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan oleh Miles dan Huberman. Hasil temuan lapangan peneliti menyimpulkan bahwa pelaksanaan program pemberdayaan kelompok usaha bersama (KUBE) di Kecamatan Cinangka Kabupaten Serang masih berjalan belum optimal, masih ada pelaksana yang pemahamannya terbatas dan belum sepenuhnya sosialisasi program pemberdayaan KUBE menyentuh masyarakat, sumber daya manusia yang masih belum memadai, proses pendampingan dan monitoring belum dilakukan dengan baik, penerima KUBE masih belum melakukan graduasi mandiri dengan masih mengandalkan bantuan yang diterima dari pemerintah.

| Additional Information: | The focus of the research is the Evaluation of the Joint Business Group Empowerment Program (KUBE) in Cinangka District, Serang Regency. The problem in this study is the lack of a number of mentors so that the mentoring process is uneven, so far the KUBE program that has been carried out has not been able to increase the income of group members, the functions of KUBE members are not in accordance with the existing structure, the administrative system in the group is still weak. The purpose of this program is to evaluate the impact of the existence of a joint business group program (KUBE) in Cinangka District, Serang Regency. The researcher uses the theory of CIPP Public Policy Evaluation (Context, Input, Process, Product) by Daniel Stufflebeam. The method used is a descriptive method with a qualitative approach. Analysis of the data used with data collection, data reduction, data presentation, and drawing conclusions by Miles and Huberman. The results of the field findings of the researchers concluded that the implementation of the joint business group empowerment program (KUBE) in Cinangka District, Serang Regency is still not running optimally, there are still implementers whose understanding is limited and the socialization of the KUBE empowerment program has not fully touched the community, human resources are still inadequate, the process of mentoring and monitoring have not been carried out properly, KUBE recipients have not yet conducted independent graduation by still relying on assistance received from the government. | |||||||||
