Abstract
Fokus utama dalam penelitian ini adalah pemberdayaan kelompok informasi masyarakat (KIM) oleh Dinas Komunikasi dan Informatika Kota Serang. Sebagai Lembaga komunikasi social Kelompok Informasi masyarakat (KIM) seringkali menghadapi permasalahan-permasalahan dalam kelompoknya. Permasalahan tersebut dikarenakan kurangnya kemampuan Kelompok Informasi masyarakat (KIM) dalam mengembangkan kelompoknya, dan kurangnya kemampuan Kelompok Informasi masyarakat (KIM) dalam menjalin kerjasama serta membuka jaringan dengan stakeholder strategis. Peran dari pemerintah yaitu Dinas Komunikasi dan Informatika Kota Serang sebagai agen pemberdayaan sangat diperlukan agar dapat memberikan penguatan kepada KIM sehingga mereka dapat berkembang menjadi lebih mandiri dan dapat menjalankan peran dan fungsinya di masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui gambaran pemberdayaan kelompok informasi masyarakat (KIM) oleh Dinas Komunikasi dan Informatika Kota Serang. Teori yang digunakan adalah teori Pemberdayaan dari Suharto (2010) dengan 5 indikator pemberdayaan. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan informan penelitian yang ditentukan menggunakan Teknik purposive. Hasil penelitian dikemukaan bahwa pemberdayaan dirasa masih kurang optimal terutama pada indicator penguatan, penyokongan, dan pemeliharaan. Sarannya yaitu diperlukan adanya pembinaan dan pelatihan lebih dalam kepada kelompok informasi masyarakat (KIM), Serta melakukan komunikasi dan koordinasi dengan berbagai instansi agar dapat membantu membuka jaringan kepada kelompok informasi masyarakat (KIM).

| Additional Information: | The main focus of this research is the empowerment of community information groups (KIM) by the Communication and Information Office of Serang City. As a social communication institution, the Community Information Group (KIM) often faces problems in its group. The problem is due to the lack of ability of the Community Information Group (KIM) in developing its group, and the lack of ability of the Community Information Group (KIM) to collaborate and open networks with stakeholder strategies. The role of Communication and Information Office of Serang City as an empowerment agent that is needed in order to provide support to KIM so that they can develop to be more independent and can carry out their roles and functions in the community. The purpose of this study was to describe the empowerment of community information groups (KIM) by Communication and Information Office of Serang City. The theory used is the Empowerment theory of Suharto (2010) with 5 empowerment indicators. The research method used is descriptive qualitative method with research informants determined using purposive technique. The results of the study stated that empowerment was still not optimal, especially in indicators of empowering, supporting, and maintenance. The suggestion is that it is necessary to conduct more coaching and training in the community information group (KIM), as well as communicate and coordinate with various agencies in order to help open the network to the community information group (KIM). | |||||||||
