Program Studi Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I: Leo Agustino, Ph.D, Dosen Pembimbing II: Shanty Kartika Dewi, S.IP, M.Si. Indonesia merupakan salah satu penyumbang jema‟ah haji terbanyak di Arab Saudi. Permasalahan haji yang terjadi setiap tahunnya justru menjadi keresahan warga negara Indonesia dalam melaksanakan ibadah haji. Beberapa permasalahan haji yang berulang setiap tahunnya menjadi sorotan yang harus diperbaiki, dimulai dari permasalahan haji sebelum keberangkatan dan pada saat pelaksanaan haji. Penyelenggaraan ibadah haji di atur pada undang-undang nomor 13 tahun 2008 dalam hal ini yang menjadi pelaksana kegiatan merupakan Direktorat Jenderal pelaksana Haji Umrah dibawah Kementerian Agama. Di karenakan penyelenggaraan ibadah haji diatur pada undang-undang, maka DPR RI berhak melakukan fungsi pengawasan terhadap kebijakan pemerintah ataupun anggaran terkait penyelenggaraan ibadah haji. Adapun tujuan dari penelitian ini merupakan Untuk mengetahui pelaksanaan pengawasan yang dilakukan oleh DPR RI dalam Penyelenggaraan Haji Indonesia tahun 2016. Dalam penelitian ini, peneliti menggunakan teori pengawasan Makmur (2011: 193-195) untuk melihat teknik pengawasan apa saja yang dilakukan DPR RI dalam penyelenggaraan ibadah haji Indonesia tahun 2016. Peneliti menggunakan metode kualitatif deskriptif, dan menggunakan triangulasi data sumber untuk mendapatkan informasi tidak hanya dari satu informan. Hasil dari penelitian ini menjelaskan bahwa penelitian yang dilakukan oleh DPR bersifat politis, DPR RI melakukan pengawasan lebih dominan dalam kunjungan kerja ke lokasi penyelenggaraan ibadah haji, kurangnya koordinasi antara DPR dengan Kementerian yang bersangkutan dalam penyelenggaraan ibadah haji setelah dilakukannya kunjungan kerja. DPR menyatakan permasalahan haji hanya terhadap objek yang dilihatnya pada saat kunjungan kerja. Kata Kunci: DPR RI, Penyelenggaraan Ibadah Haji, Komisi VIII DPR RI.

Hajj issues that occur every year just become anxiety Indonesian citizens in performing the pilgrimage. Some of the recurrent Hajj issues each year are highlighted which must be improved, starting with the hajj prior to departure and during the Hajj. Hajj pilgrimage arranged in the law number 13 of 2008 in this case which is the executor of the activity is the Directorate General of Hajj Umrah implementers under the Ministry of Religious Affairs. In because the implementation of the pilgrimage is regulated in the law, the House of Representatives is entitled to perform a function of supervision of government policies or budgets related to the implementation of the pilgrimage. The purpose of this study is to determine the implementation of supervision by the House of Representatives in the implementation of Hajj Indonesia in 2016. In this study, the researcher used the supervision theory of Makmur (2011: 193-195) to see what kind of controlling techniques conducted by DPR RI in the implementation of the hajj of Indonesia 2016. Researchers used descriptive qualitative method, and used triangulation of source data to obtain information not only from one informant. The result of this research explains that the research conducted by the DPR is political, the DPR RI performs more dominant supervision in the working visit to the location of the pilgrimage, the lack of coordination between DPR and the Ministry concerned in the implementation of the pilgrimage after the working visit. The House of Representatives declared the problem of Hajj only to the object that he saw during his working visit. Keywords: DPR RI, Hajj Execution, Commission VIII DPR RI. |
