Abstract
The dynamics of village governance through the regrouping process (division and merging of indigenous villages) in Lembata District tend to ignore the socio-historical aspects of the village. The neglect of the socio-historical aspects of the village, raises some interesting issues, such as; waning spirit of cooperation, leadership dualism, formal deliberation, and low level of autonomous participation of society in government and village development. In order to build strong and effective governance, it is necessary to institutionalize social accountability in village government. The institutionalization of this so-called accountability is needed to ensure that village governments work for the people. Institutionalization of social accountability to strengthen village governance is demonstrated through, the process of village chief elections, the direction of governance orientation, and the deliberation of village decision-making. The process of institutionalizing social accountability is carried out through a collaboration of the values of local democracy with universal democratic value in the administration of village governance.
