Abstract

ABSTRAK Firda Awaliah. 6661170032. Implementasi Sistem Layanan dan Rujukan Terpadu (SLRT) untuk Perlindungan Sosial dan Penanggulangan Kemiskinan di Kota Serang. Program Studi Administrasi Publik. Sistem Layanan dan Rujukan Terpadu (SLRT) telah diatur dalam Peraturan Menteri Sosial Nomor 15 Tahun 2018 tentang Sistem Layanan dan Rujukan Terpadu (SLRT) untuk penanganan fakir miskin dan orang tidak mampu. Kota Serang merupakan ibu kota Provinsi Banten dengan tingkat kemiskinan tertinggi keempat di Provinsi Banten. Berbagai program penanggulangan kemiskinan diterapkan, salah satunya penerapapan SLRT di Kota Serang sejak tahun 2017. Namun sosialisasi SLRT di Kota Serang belum dilakukan secara optimal, masih banyak pengaduan masyarakat melalui SLRT belum terselesaikan dan tidak adanya kejelasan waktu penyelesaian pengaduan yang dilakukan masyarakat melalui SLRT. Penelitian ini dilakukan untuk mengetahui bagaimana implementasi SLRT di Kota Serang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut George Edward III. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil dari penelitian ini diketahui bahwa implementasi SLRT di Kota Serang belum optimal karena masih diperlukannya sosialisasi SLRT yang lebih menyeluruh dengan memanfaatkan berbagai media sosial, menambah jumlah pelaksana SLRT di tingkat puskesos, alur pelayanan di setiap puskesos harus di pasang serta pemerintah pusat melalui Kementerian Sosial, Dinas Sosial Kota Serang dan pusksesos perlu berkoordinasi terkait status progres pengaduan yang dilakukan masyarakat. The Integrated Service and Referral System (SLRT) has been regulated in the Minister of Social Affairs Regulation Number 15 of 2018 concerning the Integrated Service and Referral System (SLRT) for handling the poor and the underprivileged. Serang City is the capital city of Banten Province with the fourth highest poverty rate in Banten Province. Various poverty reduction programs have been implemented, one of which is the implementation of SLRT in Serang City since 2017. However, SLRT socialization in Serang City has not been carried out optimally, there are still many public complaints through SLRT that have not been resolved and there is no clear timeframe for resolving complaints made by the community through SLRT. This research was conducted to find out how the implementation of SLRT in Serang City. The theory used in this research is the theory of policy implementation according to George Edward III. This study uses a qualitative method with a descriptive approach. The results of this study indicate that the implementation of SLRT in Serang City is not optimal because there is still a need for more thorough SLRT socialization by utilizing various social media, increasing the number of SLRT implementers at the social welfare center level, service flow at each social welfare center must be installed and the central government through the Ministry of Social Affairs, the Serang City Social Service and the social welfare center need to coordinate regarding the progress status of complaints made by the community.
