Universitas Sultan Ageng Tirtayasa. Pembimbing I: Yeni Widyastuti, S.Sos., M.Si dan Pembimbing II: Riswanda, S.Sos., MPA., Ph.D Fokus penelitian ini adalah implementasi Kebijakan Penataan Minimarket di Kabupaten Tangerang. Permasalahan pada penelitian adalah banyaknya minimarket yang berdiri dan beroperasional tidak sesuai dengan kebijakan yang berlaku, tidak terjalinnya komunikasi yang baik antar pelaksana dan sasaran penerima kebijakan, tidak tersedianya data minimarket yang valid, dan belum adanya proses pengawasan dan penindakan. Tujuan penelitian ini adalah untuk mengetahui sejauh mana implementasi Kebijakan Penataan Minimarket di Kabupaten Tangerang berjalan dan mengidentifikasi permasalahan yang ada di dalamnya. Teori yang digunakan adalah teori Implementasi Kebijakan Publik Merilee S. Grindle yang dikenal dengan Implementation as a Political and Administrative Process. Metode penelitian yang digunakan metode kualitatif deskriptif. Teknik analisis data menggunakan teori Matthew B. Miles dan Michael Hubberman dengan prosedur reduksi data, penyajian data dan menarik kesimpulan. Hasil penelitian menunjukan bahwa implementasi Kebijakan Penataan Minimarket di Kabupaten Tangerang sudah berjalan dengan baik, dengan beberapa catatan yang belum sesuai dengan isi kebijakan. Kejelasan prosedur, pemberian delegasi antar dinas dan arah pelaksana kebijakan sudah baik. Namun belum adanya kejelasan koordinasi, ketersediaan data dan kepatuhan pelaksana kebijakan masih belum sesuai. Saran yang menjadi rekomendasi adalah menentukan pihak yang menjadi leading sector kebijakan, memperjelas kondisi yang dapat mengecualikan persyaratan kebijakan, membentuk tim atau badan untuk memfasilitasi minimarket dengan pelaku UMKM, membuat data riil jumlah minimarket yang beroperasi dan memperbaharui isi kebijakan agar lebih sesuai dengan kondisi saat ini. The problems in the research are the number of minimarkets that are established and operational that are not in accordance with applicable policies, there is no good communication between implementers and target recipients of the policy, unavailability of data minimarket valid, and the lack of oversight and enforcement process. The purpose of research is to find out how far the implementation of the Minimarket Arrangement Policy in Tangerang Regency is running and identify the problems that exist in it. The theory used is Merilee S. Grindle's theory of Public Policy Implementation, known as Implementation as a Political and Administrative Process. The research method used is descriptive qualitative method. Data were analyzed using the theory of Matthew B. Miles and Michael Hubberman procedure data reduction, data presentation and draw conclusions. The results show that the implementation of the Minimarket Arrangement Policy in Tangerang Regency has been going well, with several notes that are not in accordance with the contents of the policy. The clarity of procedures, the provision of inter-departmental delegations and the direction of implementing the policy has been good. However, the lack of clarity in coordination, data availability and compliance with policy implementers are still not appropriate. Suggestions that become recommendations are to determine the party who is the leading sector policy, clarify conditions that can exclude policy requirements, form a team or agency to facilitate minimarkets with MSME actors, make real data on the number of minimarkets operating and update the contents of the policy to be more in line with current conditions.
