Analisis Dampak Pembangunan Jalan Tol JORR II Ruas Cengkareng – Batuceper – Kunciran Terhadap Kondisi Sosial Ekonomi Masyarakat (Studi Kasus di Kelurahan Jurumudi, Kecamatan Benda, Kota Tangerang). Pembangunan Jalan Tol JORR II Ruas Cengkareng – Batuceper – Kunciran merupakan salah satu proyek pembangunan nasional yang dalam pembangunannya juga dilakukan di Kelurahan Jurumudi, Kecamatan Benda, Kota Tangerang. Pembangunan tersebut memberikan dampak kepada masyarakat Kelurahan Jurumudi, yang terutama merupakan dampak langsung dari proses pembebasan lahan pembangunan jalan tol tersebut. Adapun berbagai indikasi yang menunjukan bahwa pembangunan tidak mengindahkan resiko sosial – ekonomi yang akan menimpa masyarakat alhasil proyek pembangunan tersebut. Adapun indikasi terkuat adalah terletak pada proses pembangunan yang tidak memberi perhatian pada pertimbangan dari masyarakat sampai dengan membuahkan hasil dampak yang dianggap merugikan oleh masyarakat. Penelitian ini menggunakan konsep teori pembangunan sebagai kebebasan oleh Amartya Sen. Adapun Metode penelitian yang digunakan oleh peneliti adalah metode kualitatif dengan pendekatan analisis deskriptif. Hasil penelitian menunjukan bahwa pembangunan jalan tol di Kelurahan Jurumudi tidak memiliki orientasi dalam memperluas kebebasan melalui pembangunan sebagai sarana dalam meluaskan kebebasan itu sendiri. malah pembangunan terindikasi telah melakukan deprivasi kapabilitas masyarakat dengan berbagai temuan dasar mengenai instrumen vital dalam bidang ekonomi ataupun sosial yang hilang ataupun berubah akibat proses pembangunan tersebut sehingga pembangunan jalan tol tersebut pada akhirnya memberikan implikasi yang dianggap tidak menunjukan progress dalam kondisi sosial – ekonomi masyarakat. Maka dalam hal tersebut pembangunan Jalan Tol JORR II Ruas Cengkareng-Batuceper-Kunciran di Kelurahan Jurumudi tidak berhasil menjadi sarana bagi meluasnya kebebasan, bahkan sebaliknya berdasarkan temuan penelitian pembangunan tersebut telah mempersempit kebebasan itu sendiri. JORR II Toll road development projects in which its construction is also being carried out in Jurumudi Village, Benda District, Tangerang City. This development has an impact on the people of Jurumudi Village, which is mainly a direct impact of the land acquisition process for the toll road construction. In the process of arriving at the result of the construction of the toll road project in Jurumudi Village, there are indications that the development does not pay attention to the socio-economic risks that will befall the community as a result of the development project. The strongest indication is that it lies in the development process which does not pay attention to the consideration of the community until it produces an impact that is considered detrimental by the community. This study uses the concept of development theory as freedom by Amartya Sen. The research method used by researchers is a qualitative method with a descriptive analysis approach. The result of the study show that the toll road construction in Jurumudi Village does not have an orientation in expanding freedom through development as a means of expanding the freedom itself, instead the development is indicated to have deprived the community’s capabilities. Furthermore, the construction of the toll road in the end has implications that are considered not showing progress in the socio-economic conditions of the community.So in this case the construction of the JORR II Toll Road Section Cengkareng-Batuceper-Kunciran in Jurumudi Village has not succeeded in becoming a means for the expansion of freedom, on the contrary, based on the findings of the research, the development has narrowed freedom itself.
