Latar belakang dari penelitian ini adalah adanya masalah berkaitan dengan manajemen aset tanah yang dikelola oleh Badan Pengelolaan Keuangan dan Aset Daerah yang terletak di Kelurahan Kepuren yaitu Pemerintah Daerah Kota Serang mendapatkan opini Wajar Dengan Pengecualian dari Badan Pemeriksa Keuangan hingga 7 tahun berturut-turut. Kurang tertibnya proses pencatatan dan inventarisasi aset daerah khususnya tanah di Kelurahan Kepuren. Masih banyaknya aset tanah belum memiliki dokumen kepemilikan yaitu sertipikat tanah. Tidak ada taget dan batasan waktu mengenai sertifikasi tanah milik Pemerintah Daerah Kota Serang. Masih banyaknya aset tanah yang dimiliki oleh Pemerintah Daerah Kota Serang yang letaknya di Kelurahan Kepuren belum dimanfaatkan secara optimal oleh Pemerintah Daerah Kota Serang. Penelitian ini bertujuan untuk mendeskripsikan pengelolaan aset tanah di Badan Pengelolaan Keuangan dan Aset Daerah Pemerintah Kota Serang dengan studi kasus di Kelurahan Kepuren. Penelitian ini menggunakan teori Manajemen Aset Daerah yang dikemukakan oleh Doli D. Siregar dan menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukan bahwa manajemen aset tanah di Badan Pengelolaan Keuangan dan Aset Daerah Pemerintah Kota Serang studi kasus di Kelurahan Kepuren belum berjalan secara optimal. Hal ini tidak lengkapnya dokumen kepemilikan dari aset tanah, belum dimanfaatkannya aset daerah khususnya tanah secara optimal, aset tanah masih dikuasai oleh mantan kepala, sering terjadinya mutasi pegawai khususnya pada pengurus barang milik daerah. The background of this research is the problem related to the management of land assets managed by the Regional Financial and Asset Management Agency located in Kepuren Urban Village, namely the Regional Government of Serang City received a Reasonable opinion with the Exception from the Supreme Audit Board of the Republic of Indonesia since 2010 for 7 consecutive years. Less orderly process of recording and inventory of local assets, especially land in Kelurahan Kepuren. Many land assets still do not have ownership documents that are land certificates. No tags and time constraints regarding certification of land owned by Local Government of Serang City. There are still many land assets owned by Local Government of Serang City which is located in Kelurahan Kepuren has not been utilized optimally by Local Government of Serang City. This study aims to describe the management of land assets in the Regional Financial Management Agency and Regional Asset of the City of Serang with a case study in Kelurahan Kepuren. This study uses the theory of Regional Asset Management proposed by Doli D. Siregar and using a qualitative approach with descriptive method. Data collection techniques used were interviews, observation and documentation. While the data analysis used is Miles and Huberman model. The results of the research show that the management of land assets in the Regional Government Financial and Asset Management Agency of Serang City Government case study in Kelurahan Kepuren has not run effectively and efficiently, this can be seen in the process of recording and inventory is not good, and not complete documents of ownership of land assets. The advice given is to complete each document owned, increasing the target and time limits on the land asset to be certified. Keywords: Management, Fixed Assets, Lands. |
