Konsentrasi Kebijakan Publik, Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I: Drs. Hasuri Waseh SE. M.Si, Pembimbing II: Arenawati S.Sos, M.Si. Peraturan Daerah Kota Tangerang Nomor 7 Tahun 2005 dibuat untuk melarang mengedarkan atau menjual minuman beralkohol, dan melarang setiap orang menggunakan atau meminum-minuman keras atau yang mengandung alkohol di tempat-tempat umum, Namun pada implementasinya peraturan daerah tersebut masih terdapat masalah-masalah dalam pelaksanaannya. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan Peraturan Daerah Kota Tangerang Nomor 7 Tahun 2005 Tentang Pelarangan Pengedaran dan Penjualan Minuman Beralkohol dengan studi kasus Di Kecamatan Neglasari. Penelitian ini bertitik tolak pada teori pendekatan evaluasi kebijakan publik dari William N. Dunn. Teori ini memiliki 6 variabel yang dapat digunakan dalam mengukur keberhasilan suatu kebijakan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa dari hasil Evaluasi Peraturan Daerah Nomor 7 Tahun 2005 Tentang Pelarangan Pengedaran Dan Penjualan Minuman Beralkohol di Kota Tangerang dengan studi kasus di Kecamatan Neglasari belum berjalan secara optimal. Saran: Pemerintah terkait harus adanya pengawasan lebih ketat dan kegiatan operasi ditingkatkan, meningkatkan koordinasi dan komunikasi para aktor pelaksana yang terkait dalam Perda ini, segera membuat dan mengesahkan Peraturan Walikota dalam Peraturan Daerah mengenai Tim yang dimaksud dalam Perda ini, serta Pemerintah segera membuat dan mengesahkan peraturan tentang produksi, distribusi dan konsumsinya. Kata Kunci : Evaluasi, Peraturan Daerah, Minuman Beralkohol.

Regional Regulation No. 7 of 2005 made to ban distributing or selling alcoholic beverages, and prohibits any person using or drink alcohol or that it contains alcohol in public places, but in the Implementation of the rules of the area there are still problems in it’s Implementation. The purpose of this research is to evaluate the implementation of regional regulation no. 7 of 2005 on the prohibition of circulation and sale of alcoholic beverages with a case study in the district Neglasari. This research using the approach to evaluation of public policy of the William N. Dunn. This theory has 6 variable that can be used in measuring the success of a policy. The research method used is the method of descriptive approach a qualitative. The result showed that from the result of the Evaluation of the Regional Regulation No. 7 of 2005 on the prohibition of circulation and sale of alcoholic beverages in the city of Tangerang with a case study in the district Neglasari not running optimally. Adivice: The Government related to the existence of stricter supervision and operating activities be improved, improve communication and coordination of actors implementing agencies involved in regulation this area, immediately to create and adopt the rules of the mayor in regulation regarding the team is in the area, as well as the government to create and adopt regulations on production, distribution and consumption.
