Abstract

Pembimbing I: Dr. Ipah Ema Jumiati, S.Ip., M.Si. dan Pembimbing II: Dr. Rina Yulianti, M.Si. Fokus penelitian adalah Collaborative Governance dalam Penanggulangan Pengangguran di Kota Cilegon. Permasalahan pada penelitian yakni tingginya angka pengangguran di Kota Cilegon, kurangnya sosialisasi dalam proses kolaborasi di dalam forum komunikasi HRD Kota Cilegon, adanya pengaruh terkait pergantian kepala daerah (walikota) Kota Cilegon periode 2021-2026, belum terbentuk rasa ketergantungan antar stakeholdersdalam proses kolaborasi, kurangnya partisipasi dari perusahaan-perusahaan industri terkait program pemagangan. Penelitian ini bertujuan untuk mengetahui bagaimana Collaborative Governance dalam Penanggulangan Pengangguran di Kota Cilegon penelitian ini bersifat kualitatif deskriptif. Teknik pengumpulan data primer dengan observasi, wawancara dan dokumentasi, sedangkan teknik pengumpulan data sekunder dengan dokumen-dokumen dan sumber data sekunder lainnya. Peneliti menggunakan teori model Collaborative GovernanceAnsell dan Gash (2002:7)yang terdiri dari elemen-elemen sebagai berikut: Kondisi Awal; Desain Kelembagaan; Kepemimpinan Fasilitatif; Proses Polaborasi. Hasil penelitian menunjukkan bahwa Collaborative Governance dalam Penanggulangan Pengangguran di Kota Cilegon masih belum optimal atau belum terlaksana dengan baik. Collaborative Governance on Overcoming Unemployment in the City of Cilegon. First Supervisor: Dr. Ipah Ema Jumiati, S.Ip., M.Si and Second Supervisor Dr. Rina Yulianti, M.Si. The focus of the research is Collaborative Governance on Overcoming Unemployment in the City of Cilegon. The problems in the research are the high unemployment rate in Cilegon City, the lack of socialization in the collaboration process in the Cilegon City HRD communication forum, the influence related to the change of regional heads (mayors) in Cilegon City for the period 2021-2026, there is no sense of dependence between stakeholders in the collaboration process, lack of participation from industrial companies regarding apprenticeship programs. The purpose of this study is to determine how the Collaborative Governance on Overcoming Unemployment in the City of Cilegon. This research is qualitative descriptive. Observation, interviews and documentation are examples of primary data collecting techniques, while documents and other secondary data sources are examples of secondary data collecting approaches. Starting Conditions; Institutional Design; Facilitative Leadership; Collaboration Process are the elements of Ansell and Gash theory, which are used by researcher. The findings revealed that the Collaborative Governance on Overcoming Unemployment in the City of Cilegon was still neither ideal or appropriately implemented.
