Abstract
ABSTRAK Anisa Fazrin, NIM. 6661170025. 2021. Program Studi Administrasi Publik. Universitas Sultan Ageng Tirtayasa. Skripsi. Implementasi Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Di Kota Serang. Pembimbing I: Yeni Widyastuti, M.Si dan Pembimbing II: Dr. Titi Stiawati, M.Si Penelitian ini bertujuan untuk mengetahui implementasi program RS-RTLH di Kota Serang dan faktor penghambatnya. Teori implementasi bersumber dari teori Edward III (2014:61) meliputi faktor sumber daya, faktor komunikasi, struktur birokrasi, dan disposisi (sikap). Metode penelitian menggunakan deskriptif kualitatif. Informan penelitian adalah BAPPEDA Kota Serang, Dinas Sosial Kota Serang, aparatur pemerintahan desa meliputi pihak kecamatan, kelurahan dan RT, masyarakat yang sudah menerima dan belum menerima bantuan. Uji keabsahan data menggunakan triangulasi sumber dan membercheck. Analisis data menggunakan analisis data kualitatif Miles dan Huberman. Hasil penelitian diketahui implementasi program RS-RTLH di Kota Serang masih belum optimal. Temuan penelitian diantaranya minimnya TKSK selaku petugas survei, kurangnya koordinasi karena tidak ada rapat kerja khusus dari pihak pelaksana, minimnya sosialisasi langsung dari unsur aparatur pemerintahan desa kepada masyarakat, tidak adanya penggunaan alat promosi seperti spanduk atau brosur, pengambilan uang bantuan dilakukan pihak kecamatan bukan oleh penerima bantuan menyebabkan kecurangan, penyalahgunaan prosedur pemberian bantuan yang seharusnya berupa uang tunai diganti menjadi bahan baku material, adanya pungutan liar dengan potongan uang bantuan tunai oleh oknum aparatur pemerintahan desa, aparatur pemerintahan desa cenderung pasif dan kurang terlibat aktif dalam sosialisasi kepada masyarakat, faktor penghambat tidak ada petugas survei yang berasal dari Dinsos Kota Serang. Implementation theory comes from the theory of Edward III (2014:61) including resource factors, communication factors, bureaucratic structures, and dispositions (attitudes). The research method uses descriptive qualitative. Research informants are the BAPPEDA of Serang City, the Social Service of Serang City, village government officials including the sub-district, village and RT parties, people who have received and have not received assistance. Test the validity of the data using source triangulation and membercheck. Data analysis uses Miles and Huberman qualitative data analysis. The results showed that the implementation of the RS-RTLH program in Serang City was still not optimal. Research findings include the lack of TKSK as survey officers, lack of coordination because there is no special work meeting from the implementing party, the lack of direct socialization from elements of the village government apparatus to the community, the absence of the use of promotional tools such as banners or brochures, the collection of aid money is carried out by the sub-district not by the community. recipients of assistance cause fraud, misuse of procedures for providing assistance which should be in the form of cash to be replaced with raw materials, illegal levies with discounted cash assistance by village government officials, village government officials tend to be passive and less actively involved in socializing to the community, inhibiting factors there were no survey officers from the Serang City Social Service.
