Abstract
This study examines the effect of knowledge of regulation, management commitment and environment of bureaucracy of the budget absorption related to the procurement of goods/services. Institutional theory and expectancy theory is used to explain the phenomenon of budget absorption related to the procurement of goods/services. The sample in this study is employees who have a certificate of expertise of the procurement in the Government of Banten. The number of sample is 15 PD. The results of quantitative analysis in this study showed that management commitment and environment of bureaucracy has a positive effect on the budget absorption related to the procurement of goods/services. Contribution of this research is to explain factors that can affect to the absorption related to the procurement of goods/services, so that can be used in the formulating of policies and improvements in the process of procurement of goods/services.

| Additional Information: | Penelitian ini menguji pengaruh pengetahuan peraturan, komitmen manajemen dan lingkungan birokrasi terhadap penyerapan anggaran terkait pengadaan barang/jasa. Teori institusional dan teori pengharapan digunakan dalam menjelaskan fenomena penyerapan anggaran terkait pengadaan barang/jasa. Sampel pada penelitian ini, yaitu pegawai yang memiliki sertifikat keahlian pengadaan pada Pemerintah Daerah Istimewa Yogyakarta terdiri dari 15 Perangkat Daerah. Hasil analisis kuantitatif pada penelitian ini menunjukkan bahwa komitmen manajemen, dan lingkungan birokrasi berpengaruh positif terhadap penyerapan anggaran terkait pengadaan barang/jasa. Penelitian ini berkontribusi terhadap faktor-faktor yang dapat mempengaruhi penyerapan anggaran terkait pengadaan barang/jasa sehingga dapat digunakan dalam perumusan kebijakan serta perbaikan dalam proses pengadaan barang/jasa. | |||||||||
