Abstract
This research purpose to know the implementation of policy of Local Regulation (Perda) Number 10 Year 2012 about waste management in an effort to improve hygiene of Serang City in Banten Province. This study used qualitative methods with the researcher as an instrument of research, data and infrormation obtained from resource persons and supported by document, archvice and field research. Data collection methods are observation, interview, documents and audio visual. The results of this research that the implementation of waste management policies in Serang City has not been optimal, this can be from the absence of technical regulations and the implementation of policies such as Mayor Regulation or operational standard rules of waste management procedures, human resource personnel both in quality and quantity is still lackin, and the low level of public awareness of the environment. In other side there is lack of factors (1) to be obstacles to the goals and policy factors,(2) the sources of policy, (3) executive attides, (4) communication between implementing agencies, (5) implementing agencies (6) and environmental characteristics of the social, economic and political. From all that happened of fact, the writer said this regulation is not good enough was hoping.

| Additional Information: | Tujuan penelitian ini adalah difokuskan untuk mengetahui implementasi kebijakan Peraturan Daerah Nomor 10 Tahun 2012 tentang pengelolaan sampah dalam upaya meningkatkan kebersihan di Kota Serang Provinsi Banten. Penelitian ini menggunakan metode kualitatif dengan peneliti sebagai instrumen penelitian, data dan informasi diperoleh dari narasumber dan didukung oleh dokumen-dokumen, arsip dan penelitian lapangan. Metode pengumpulan data yaitu observasi, wawancara dan audio visual. Hasil penelitian ini diketahui bahwa implementasi kebijakan pengelolaan sampah di Kota Serang belum optimal, hal ini dapat dari belum adanya peraturan teknis dan pelaksanaan kebijakan seperti Peraturan Walikota atapun peraturan standar operasional prosedur pelaksanaan pengelolaan sampah, masih rendahnya cakupan pelayanan kebersihan, sumber daya aparatur baik segi kualitas maupun kuantitas masih kurang dan masih rendahnya tingkat kesadaran masyarakat terhadap lingkungan. Sedangkan faktor penghambat terdiri dari: (1) faktor sasaran dan kebijakan, (2) sumber-sumber kebijakan, (3) sikap pelaksana, (4) komunikasi antar badan pelaksana, (5) karakteristik badan pelaksana, dan (6) lingkungan sosial, ekonomi dan politik. Dari semuanya fakta yang terjadi tersebut penulis menyimpulkan bahwa penerapan peraturan ini tidak cukup optimal sebagaimana yang diharapakan selama ini. | |||||||||
