Abstract

This study aims to determine the government's efforts to improve the quality of education by describing and analyzing the suitability between the placement and the need for madrasa teachers at the State Madrasah Ibtidaiyah level in Banten Province. In particular, this study discusses the profile of teachers and education personnel at the MIN level in Banten Province in terms of teacher education qualifications, linear with the field of study being taught; MIN teacher competence; mapping of teachers at the MIN level; and religious understanding of MIN teachers in Banten Province. This research is a qualitative research, where the data obtained are based on the results of surveys, interviews and questionnaires. Based on the data obtained, from 21 Madrasah Ibtidaiyah Negeri (MIN) spread across Banten Province, madrasa teachers already have qualifications in accordance with applicable laws and regulations, namely having an undergraduate education qualification. There are 337 teachers who graduated from S1 and 27 teachers graduated from S2. There are 331 certified state madrasah teachers and 73 teachers who have not. The madrasa teachers who have not been certified are generally in South Banten, Lebak and Pandeglang. This means that the linearity of education and subjects taught still needs to be pursued at madrasas in Pandeglang and Lebak. Regarding the ratio of teachers to students in public madrasas in Banten Province, it is ideal, which is 1:20 except for a few madrasas in the Lebak area. Regarding the religious understanding of public madrasah teachers in the Banten Province, that the existence of madrasas is very strategic for the Ministry of Religion in carrying out its duties to develop moderation of religious life, in order to improve the quality and competitiveness of education. Based on the results of the questionnaire, the majority of teachers are moderate when viewed from the reading sources or references read. This is possible because of the influence of their affiliation to religious organizations in Banten such as Mathla'ul Anwar, Al-Khairiyah, NU, Muhammadiyah, and Persis.
