Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Pembimbing 1: Arenawati, M.Si dan Pembimbing 2: Rini Handayani, M.Si. Latar belakang masalah penelitian yaitu peningkatan jumlah koperasi dan UMKM yang relatif lambat, sektor koperasi dan UMKM belum menjadi skala perioritas bagi Pemerintah Provinsi Banten, belum optimalnya kinerja Dinas Koperasi dan UMKM di Provinsi Banten. Tujuan penelitian yaitu untuk mengetahui dan menganilisis kinerja Dinas Koperasi dan UMKM Provinsi Banten dalam pengembangan usaha mikro kecil dan menengah di Provinsi Banten. Peneliti ini menggunakan teori Kinerja dari Judith R. Gordon terdiri dari kemampuan, penerimaan tujuan organisasi, tingkatan tujuan yang tercapai dan interaksi antara tujuan dengan kemampuan para anggota organisasi tersebut. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Analisis data yang digunakan dalam penelitian ini dari Miles dan Huberman, meliputi reduksi data, penyajian data serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukan bahwa Kinerja Dinas Koperasi dan UMKM Provinsi Banten dalam Pengembangan Usaha Mikro Kecil dan Menengah di Provinsi Banten berjalan dengan baik. Kesimpulan penelitian minimnya anggaran dari APBD Provinsi Banten yang dialokasikan untuk program pengembangan UMKM, sektor koperasi dan UMKM belum menjadi skala prioritas, kurangnya tenaga pendamping UMKM, sulitnya mengakses permodalan bagi pelaku UMKM. Saran peneliti Pemerintah Provinsi Banten lebih memperioritaskan pengembangan UMKM, penambahan tenaga pendamping yang dibutuhkan, mengoptimalkan program yang sudah dicanangkan. Background research problem is an increase in the amount of cooperation and UMKM are relatively slow, the cooperation sector and UMKM has not been a scale of priorities for the Government of Banten province, not optimal performance of the Department of Cooperation and UMKM in Banten Province. The research objective is to find out and analyze the performance of the Department of Cooperation and UMKM Banten Province in the development of micro, small and medium business in the province of Banten. The researchers used the theory of Judith R. Gordon performance consists of ability, acceptance of organizational goals, objectives have been achieved and the level of interaction between the goal with the ability of the members of the organization. The method used is descriptive method with qualitative approach. Analysis of the data used in this study of Miles and Huberman, including data reduction, data display, conclusion and verification. The results showed that the performance of Department of Cooperation and UMKM Banten Province in the Development of Micro, Small and Medium Enterprises in Banten province well to function. Conclusion The deficient of research budget from the budget allocated to the Banten Provincial SME development program, the cooperative sector and UMKM has not been a priority, deficient of assistants UMKM, the difficulty of access to capital for UMKM. Banten Provincial Government researchers suggest more prioritize development UMKM, the increase of assistants needed, optimizing the program was launched. Keywords: Performance, UMKM |
