Abstract
Farid Mukti, 031179. Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Implementasi Instruksi Presiden Republik Indonesia Nomor 1 Tahun 2008 Tentang Penyaluran Beras Untuk Rumah Tangga Miskin di Kecamatan Cijaku Kabupaten Lebak. Kata Kunci : Implementasi Kebijakan Publik, Program Raskin. Penelitian ini dilatar belakangi oleh pelaksanaan Instruksi Presiden Republik Indonesia Nomor 1 Tahun 2008 Tentang Penyaluran Beras Untuk Rumah Tangga Miskin. Fokus penelitian ini adalah Implementasi Instruksi Presiden Republik Indonesia Nomor 1 Tahun 2008 Tentang Penyaluran Beras Untuk Rumah Tangga Miskin di Kecamatan Cijaku Kabupaten Lebak. Tujuan penelitian ini ialah Implementasi Instruksi Presiden Nomor 1 Tahun 2008 Tentang Penyaluran Beras Untuk Rumah Tangga Miskin di Kecamatan Cijaku Kabupaten Lebak dan apa sajakah yang menghambat program Raskin di Kecamatan Cijaku Kabupaten Lebak. Metodologi yang digunakan dalam penelitian ini adalah kualitatif dengan maksud untuk memahami fenomena yang dialami oleh subyek penelitian secara holistik dalam bentuk kata-kata atau bahasa. Sumber data atau informan adalah Pegawai Kecamatan Cijaku, Aparatur Desa yang ada di lingkungan Kecamatan Cijaku, dan masyarakat yang menerima program Raskin (RTM) di Kecamatan Cijaku. Penentuan informan digunakan metode pourposive sampling. Teknik analisis data berupa reduksi data, penyajian data dan penerikan kesimpulan. Sedangkan untuk menguji validitas data menggunakan teknik triangulasi yang pemeriksaannya dari sumber lainnya. Hasil penelitian ini menunjukan, bahwa Implementasi Instruksi Presiden Republik Indonesia Nomor 1 Tahun 2008 Tentang Penyaluran Beras Untuk Rumah Tangga Miskin di Kecamatan Cijaku Kabupaten Lebak masih belum maksimal hal ini disebabkan karena terjadi ketidak konsistenan atau tidak sesuai aturan yang ditentukan baik pada pedoman umum raskin maupun petunjuk teknis yang telah ditetapkan oleh pemerintah baik pusat maupun pemerintah daerah. Faktor lain yang menghambat implementasi dari penyaluran program RASKIN di Kecamatan Cijaku adalah budaya atau kebiasaan ewuh (tidak enak) sehingga proses administrasi distribusi pelaksanaan implementasi menjadi terhambat.

The purpose of this study is the implementation of Presidential Instruction Number 1 Year 2008 About the Distribution of Rice for Poor Households in Sub Cijaku Lebak regency, and what are the inhibiting Raskin program in District Cijaku Lebak regency. The methodology used in this study is qualitative in order to understand the phenomena experienced by subjects in a holistic research in the form of words or language. Source of data or informant is Sub Cijaku employees, Apparatus Village in District Cijaku environment, and people who received it (RTM) in District Cijaku. Determination pourposive informants used sampling methods. Data analysis techniques of data reduction, data presentation and conclusions penerikan. Meanwhile, to test the validity of the data using the technique of the examination Trianggulasi from other sources. Results of this study, that the implementation of the President of the Republic of Indonesia Instruction No. 1 Year 2008 About the Distribution of Rice for Poor Households in Sub Cijaku Lebak regency still maksikmal this happens is because lack consistency or not is determined by the rules both on the general guidelines and prtunjuk Raskin technical set by the government both central and local government. Other factors that hamper the implementation of the distribution program in the district Cijaku RASKIN is culture or habits (not good) so that the distribution of the implementation of the administrative process to be hindered implementation. |
