Indra Hendriana. 6661083031. Implementasi Peraturan Daerah Kabupaten Serang No.5 Tahun 2010 Tentang Pajak Daerah (Studi Kasus Mengenai Pemungutan Pajak Hotel di Kabupaten Serang). Program Studi Ilmu Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik Universitas Sultan Ageng Tirtayasa. Pembimbing I, Maulana Yusuf, Sip.,M.Si. Pembimbing II, Deden Haris, M.Si. Penelitian ini dilatarbelakangi oleh adanya pelaksanaan pemungutan pajak hotel yang mengalami kendala dalam pelaksanaanya. Penelitian ini difokuskan pada Implementasi pelaksanaan pemungutan hotel di Kabupaten Serang. Tujuan penelitian ini adalah untuk mengetahui bagaimana pelaksanaan pemungutan Pajak Hotel di Kabupaten Serang dan hambatan apa saja yang terjadi dalam pelasanaannya. Teknik pengumpulan data berbentuk kuesioner berdasarkan hasil teori Implementasi George Edward yaitu komunikasi, struktur birokrasi, sumber daya, dan disposisi. Metode yang digunakan dalam penelitian ini adalah kuantitatif deskriptif, dimana yang menjadi populasi dalam penelitian ini adalah pegawai hotel yang ditunjuk untuk menjadi sampel yang diambil dari jumlah hotel sebanyak 48 hotel di Kabupaten Serang. Teknik analisa data menggunakan uji hipotesis t-test satu sampel. Sedangkan untuk pengujian validitas instrument dengan menggunakan rumus korelasi product moment dengan menguji realibilitas instrumen dilakukan dengan internal konsistensi dengan menggunakan teknik Alpha Cronbach. Hasil penelitian menunjukan bahwa implementasi penggunaan pajak hotel belum berjalan dengan baik dengan nilai 74,34 persen. Namun berdasarkan masalah yang didapat saat penelitian, maka peneliti mencoba memberikan saran agar pelaksanaan pemungutan pajak hotel dapat lebih efektif lagi, yaitu melakukan sosialisasi mengenai pajak hotel. This research is motivated by the implementation of hotel tax collections were experiencing problems in its implementation. This study focused on implementation for collection of hotels in Serang District. The purpose of this study was to determine how the implementation of the implementation of tax collection in Serang Regency Hotel and obstacles anything that happens. This research method in the form of a questionnaire based on the theory that George Edward Implementation of communication, birocration structure, resources, and disposision. The method used in this research is quantitative descriptive, where the population in this study was taken from the hotel employees hotel number as many as 48 hotels in Serang District. Data analysis technique using hypothesis testing one sample t-test. As for testing the validity of the instrument using the formula product moment correlation to test the reliability of the instruments carried by the internal consistency using Cronbach Alpha. Researsch conclusion is implementtation of hotel taxes not yet to good because the value is 74,34%. However, based on the problems that come when the study, the researchers tried to give advice to the implementation of tax collection can be more effective, which is to disseminate the hotel tax.
