Abstract
Abdillah Luthfi Alhabsyi. 6661110905. Gender Analysis Pathway (GAP) dalam Musyawarah Perencanaan Pembangunan (Musrenbang) di Kecamatan Neglasari Kota Tangerang Tahun 2015. Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Pembimbing I: Ipah Ema Jumiati S.IP., M.Si dan Pembimbing II: Anis Fuad, S.Sos., M.Si Perencanaan pembangunan daerah harus dirumuskan secara responsif, partisipatif dan berkeadilan, namun ternyata masih banyak kesenjangan-kesenjangan gender dalam pelaksanaan maupun hasil Musrenbang di Kecamatan Neglasari. Kesenjangan-kesenjangan gender yang terjadi berkaitan dengan 4 faktor akses, partisipasi, kontrol dan manfaat, kesenjangan juga terjadi pada faktor internal yakni penyelenggara maupun faktor eksternal yakni masyarakat Kecamatan Neglasari. Gender Analysis Pathway diperlukan dalam Musrenbang untuk mengidentifikasi kesenjangan gender dilihat dari akses, partisipasi, kontrol dan manfaat yang diperoleh masyarakat yang mencerminkan keterwakilan gender. Tujuan penelitian ini adalah untuk mengetahui bagaimana Gender Analysis Pathway dalam Musrenbang di Kecamatan Neglasari Kota Tangerang tahun 2015. Penelitian ini bertitik tolak dari alat analisis gender Gender Analysis Pathway (GAP) . Gender Analysis Pathway merupakan alat untuk mengetahui kesenjangan gender dengan melihat aspek akses, partisipasi, kontrol dan manfaat yang diperoleh perempuan dan laki-laki dalam Musrenbang. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah dengan melakukan wawancara mendalam kepada narasumber-narasumber yang berkaitan. Dalam penelitian ini, peneliti menggunakan model analisis data yang dikembangkan oleh Miles dan Hubberman yang mencangkup 4 kegiatan bersamaan antara lain pengumpulan data, reduksi data, penyajian data dan verifikasi data. Hasil penelitian ini menunjukan bahwa Musrenbang di Kecamatan Neglasari Kota Tangerang 2015 masih belum responsif, partisipatif dan berkeadilan gender. Hal ini ditunjukan dari masalah-masalah kesenjangan gender yang terjadi pada faktor akses yakni penyelenggara tidak memberikan akses yang merata kepada seluruh unsur peserta Musrenbang termasuk kelompok perempuan, pada faktor partisipasi yakni minimnya perserta perempuan untuk hadir dan berpartisipasi pada Musrenbang. The gender gaps that happened is associated with 4 factors there are access, participation, control and benefit, the gaps also occurs on internal factors of the organizers as well as on external factors of The Neglasari Districts peoples. Gender Analysis Pathway required in Musrenbang to identify the gaps of gender seen by access, participation, control and benefit received by public which reflects the gender representation. The purpose of this research is to find out how Gender Analysis Pathway in Musrenbang of Neglasari Districts Tangerang City 2015. This research starts of Gender Analysis Pathway (GAP). Gender Analysis Pathway is a tool to determine the gender gaps by the aspects of access, participations, control and benefit received by woman and man from Musrenbang. The method used is descriptive method with a qualitative approach. The data collection techniques used is to do deep interview with the resource persons who related. In this research, researchers use data analysis model developed by Milles and Hubberman which covers 4 concurrent activities including data collection, data reduction, data presentation and verification of data. The research result is showing the Musrenbang in Neglasari Districts Tangerang City 2015 is still not responsive, participatory and equitable against gender, this is indicated on the issues that happened to factor of access, that is the organizers did not provide equitable access to all of the participants elements of Musrenbang including the women’s groups, on the factor of participations, that is minimum female participants to attend and participated in Musrenbang.
