Abstract

The networked television broadcast system mandated by Law No. 31. 2002 concerning Broadcasting apparently did not run well. Many national TV broadcasts do not comply with the provisions for local broadcasting or networking with existing local TV. This condition is clearly unfavorable for local television which grows in many regions. Including in Banten. Those who were originally able to work together as members of the network eventually had to compete with Jakarta TV, which was financially, HR and infrastructure much stronger. This means they face a difficult situation or crisis in this case. Baraya TV, as one of the local TVs in Banten which has obtained IPP from the Ministry of Communication and Information cannot be separated from this problem. To maintain their existence, they are demanded to be able to compete in difficult situations, so they must take various steps and management strategies in a crisis situation. How is the crisis management pattern adopted by Baraya TV in maintaining its existence and competitiveness with national TV amidst the stagnation of the implementation of the networked television system which is the focus of the research question. The research method used is a case study. Interviews, surveys and literature studies are used for data mining. The results of this study conclude several things; 1). These conditions and situations certainly affect the findings of this study: Banten Raya TV under the auspices of the JPMC Group (Jawa Pos Multimedia Corporation) network develops a regional networked pattern, where all local television network networks under the JPMC Group conduct in the form of programs , marketing, management and improvement of human resources, so that they can produce overcoming their limitations. This is an alternative solution when a networked television system is not implemented by national TV, 2). Developing culture and other local wisdom which so far has rarely been exposed by the existence of national television as the main menu of broadcast programs to attract local viewers. This is more value that is not owned by national TV, 3). Changing the air name from Baraya TV to Banten Raya TV is part of a primordialistic strategy so that the people of Banten feel owned and proud of the television media in their area. And the brand image of Banten Raya TV as the Television of the Pride of the People of Banten has come true according to the vision and mission of Banten Raya TV itself.
