Pembimbing I: Dr. Ayuning Budiati S.IP, MPPM, Pembimbing II: Gandung Ismanto S.Sos, MM Kata kunci : Implementasi, Peraturan pemerintah, Keterbukaan Informasi Publik Peraturan Pemerintah Nomor 61 Tahun 2010 dibuat untuk pelaksanaan Undangundang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik, Namun pada implementasinya peraturan pemerintah tersebut masih terdapat masalah-masalah dalam melaksanakan keterbukaan informasi publik. Penelitian ini bertitik tolak pada teori pendekatan kebijakan publik dari George Edward III. Teori ini memiliki 4 dimensi yang dapat digunakan dalam mengukur keberhasilan suatu kebijakan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kuantitatif. Tujuan pokok penelitian ini adalah untuk mengukur dan menggambarkan seberapa tinggi implementasi peraturan pemerintah tentang keterbukaan informasi publik. Populasi penelitian ini adalah organisasi swasta di Kota Cilegon yang berjumlah 1619 organisasi. Sementara sampel yang diambil sebanyak 94 organisasi. Teknik sampling menggunakan teknik Incidental Sampling. Dalam mengumpulkan data menggunakan kuesioner, melakukan observasi, wawancara dan dokumentasi. Untuk menganalisa data menggunakan uji hipotesis t-test satu sampel. Hasil penelitian menunjukan implementasi peraturan pemerintah nomor 61 tahun 2010 tentang keterbukaan informasi publik di Kota Cilegon kurang baik, karena t hitung lebih kecil dari pada t tabel (-6,813 < 1,289) dan menunjukan implementasi peraturan pemerintah nomor 61 tahun 2010 tentang keterbukaan informasi publik di Kota Cilegon mencapai angka 70,69% dari angka minimal 75% yang diharapkan. Dalam hal ini dikarenakan masalah implementasi dari komunikasi, sumber daya, disposisi dan struktur birokrasi belum dapat diatasi sepenuhnya pada proses implementasi.

This research adhering to the theory of public policy approach of George Edward III. This theory has four dimensions that can be used in measuring the success of a policy. The method used is descriptive method with a quantitative approach. The main objective of this research was to measure and describe how high the implementation of government regulations on public information disclosure. This research population is a private organization in 1619 totaling Cilegon organization. While samples taken at 94 organizations. Sampling techniques using incidental sampling technique. In collecting data using questionnaires, observation, interviews and documentation. To analyze the data using hypothesis testing one sample t-test. The results showed the implementation of Government Regulation No. 61 of 2010 on public information disclosure in Cilegon is not good, because t is smaller than the t table (-6.813 <1.289) and showed the implementation of government regulation number 61 of 2010 on public information disclosure in Cilegon reached 70.69% of the rate of at least 75% is expected. In this case due to the implementation of the communication problems, resources, disposition and bureaucratic structures can not be addressed fully in the implementation process. |
