Abstract
Wa Ode Nusa Intan Karimah, NIM. 6661112150, Skripsi. Evaluasi Program Legislasi Daerah (Prolegda) di DPRD Provinsi Banten Periode 2009-2014. Pembimbing I: Gandung Ismanto, S.Sos., MM dan Pembimbing II: Kandung Sapto Nugroho, M.Si. Program Legislasi Daerah merupakan instrumen perencanaan program pembentukan peraturan daerah yang disusun secara berencana, terpadu dan sistematis. Namun, pembahasan program legislasi daerahnya belum dilaksanakan secara efektif. Realisasi prolegda setiap tahunnya belum mencapai target. Selain itu kurang berperannya tenaga ahli dalam mendampingi dewan. Tujuan dari penelitian ini adalah untuk mengetahui mengenai evaluasi program legislasi daerah di DPRD Provinsi Banten Periode 2009-2014. Penelitian ini bertitik tolak dari teori evaluasi kebijakan publik dari William N. Dunn (2003) yang terdiri dari efektivitas, efisiensi, kecukupan, perataan, responsibilitas dan ketepatan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah dengan wawancara semi terstruktur, observasi, dan studi dokumentasi. Analisis data yang digunakan menurut Miles dan Huberman. Hasil dan kesimpulannya adalah masih banyaknya target yang belum tercapai setiap tahunnya, perda-perda yang ada pelaksanaannya tidak sesuai dengan tujuan yang diharapkan. Selain itu, adanya manajemen waktu yang kurang baik dalam pembahasan raperda di pansus. Sarannya adalah perlu adanya komitmen dari dewan dan pemerintah daerah untuk melaksanakan pelaksanaan perda secara maksimal. Kata Kunci: Program Legislasi Daerah, Evaluasi.

By First Guidance: Gandung Ismanto, S.Sos., MM and By Second Guidance: Kandung Sapto Nugroho, M.Si. The Programme of Local Legislation is planning instrument which formatted the programme of local regulation which are arrange planned, integrated and systematic. However, it has not been implemented yet effectively cause the realization of local regulation has not been on target. Althought, the expert of parliament assistance was not taking rule. The goal of this research is to know the evaluation of local legislation programme. This research was based on theory of public policy evaluation by William N. Dunn which consist of effectively, efficiency, adequacy, grading, responsibility and accuracy. The methodology of the research is using description method with qualitative approach. By technique collecting data is structured interview, observation and documentary study. Using analisys data by Miles and Huberman. The results and conclutions are many targets still have been achieved every year, local regulations that have been implemented are not in accordance with the expected goals. Besides, there is a lack of good time management in the discussion draft on the committee. For advice is the need for a commitment from the council and local government to carry out the implementation of the regulations to the fullest.
