Konsentrasi Kebijakan Publik, Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I: Gandung Ismanto S.sos, MM, Pembimbing II: Yeni Widyastuti, S.Sos, M.Si. Peraturan Daerah Kota Serang Nomor 5 Tahun 2010 dibuat untuk pelaksanaan Undang-undang Nomor 40 Tahun 2007 Tentang Pereroan Terbatas, Namun pada implementasinya peraturan daerah tersebut masih terdapat masalah-masalah dalam berjalannya tanggung jawab sosial perusahaan. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor apa yang menyebabkan Implementasi Peraturan Daerah Nomor 5 Tahun 2010 Tentang Tanggung Jawab Sosial Perusahaan di Kota Serang belum berjalan dengan optimal. Penelitian ini bertitik tolak pada teori pendekatan implementasi kebijakan publik dari Donald Van Metter dan Carl Van Horn. Teori ini memiliki 6 variabel yang dapat digunakan dalam mengukur keberhasilan suatu kebijakan. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa Implementasi Peraturan Daerah Nomor 5 Tahun 2010 Tentang Pengelolaan Tanggung Jawab Sosial Perusahaan Di Kota Serang belum berjalan secara optimal, karena belum dibuatnya Peraturan Walikota dalam Peraturan Daerah ini, masih kurangnya responsif dari para aktor kebijakan dalam menangani permasalahan yang terjadi pada peraturan daerah, dan kurangnya koordinasi dan komunikasi pada para aktor kebijakan. Saran: Pemerintah terkait (Pemerintah Daerah Kota Serang, Sekretariat Daerah Kota Serang, dan Indagkop Kota Serang) segera membuat dan mengesahkan Peraturan Walikota dalam Peraturan Daerah, serta meningkatkan resposif dan komunikasi serta koordinasi para aktor pelaksana yang terkait dalam Peraturan Daerah ini. Kata Kunci : Implementasi, Peraturan Daerah, Pengelolaan Tanggung Jawab Sosial Perusahaan.

The purpose of this research was to find out what factors led to the implementation of regional regulation no. 5 of 2010 on the management of corporate social responsibility in Serang has not run optimally. This research adhering to the theory of public policy approach of Donald Van Metter and Carl Van Horn. This theory has 6 variables thet can be used to measure the success of a policy. This theory has four dimensions that can be used in measuring the success of a policy. The method used is descriptive method with a qualitative approach. The results showed that the implementation of the Regional Regulation No. 5 of 2010 on the management of Corporate Social Responsibility in Serang not run optimally, because it has not made Mayor Regulation in this Regional Regulation, still less responsive than the policy actors in addressing the problems that occur on regional legislation, and lack of coordination and communication on the policy actors. Suggestion: Related government (Local Government Serang, Serang Secretariat, and Indagkop Serang) to create and endorse Mayor Regulation on Local Regulation, as well as improving responsiveness and communication and coordination of the actors involved in this Regional Regulation.
