Abstract
Kegiatan pelatihan kewirausahaan PNS pra purnabakti adalah pelatihan persiapan PNS sebelum pensiun dalam Program Peningkatan Kapasitas Sumberdaya Aparatur. Kendalanya sumberdaya manusia kurang memaham pelatihan wirausaha, tidak merata informasi adanya pelatihan, tidak terlibat calon pensiunan dalam pemilihan jenis wirausaha. Tujuan skripsi mengetahui bagaimana implementasi program peningkatan kapasitas sumberdaya aparatur di BKD Kabupaten Serang. Peneliti menggunakan teori Van Meter dan Van Horn (2012) lima variabel: Standar dan Sasaran Kebijakan, Sumberdaya, Komunikasi Antar Organisasi dan Penguatan aktifitas, Karakteristik agen Pelaksana dan Kondisi sosial ekonomi dan Politik. Metode Kualitatif, teknik pengumpulan data wawancara, observasi, studi dokumentasi. implementasi program pada kegiatan pelatihan belum optimal, BKD tidak melibatkan peserta dalam perumusan kegiatan, informasi tidak merata, tidak semua PNS pra purnabakti boleh mengikuti pelatihan. Saran peneliti untuk BKD lebih selektif memilih peserta, mengusulkan kebijakan lain untuk PNS yang tidak mengikuti pelatihan, melibatkan calon peserta dalam perumusan jenis kegiatan, melakukan evaluasi sementara pasca pelatihan, menindaklanjutin informasi yang telah disampaikan kesetiap SKPD Kata kunci : Implementasi, Pelatihan, PNS Pra Purnabakti
