Abstract
This research aims to identify and describe (1) The background of Dinas Pendidikan dan Kebudayaan Kota Cilegon in initiating the Gerakan Sekole Maning Lur program. (2) The process of implementing the Gerakan Sekole Maning Lur program as implemented by Dinas Pendidikan dan Kebudayaan Kota Cilegon in order to return ATS to school. (3) The success of Gerakan Sekole Maning Lur program when implemented and applied to out of school children in Cilegon City. This research employs a qualitative approach utilizing descriptive analysis methods and data collection techniques, including observation, interviews, and documentation. The data sources in this study consisted of 10 informants, namely 2 program validation teams, 2 PKBM teachers, 1 village head, and 5 ATS program participants. The results of the research show that (1) The background to the establishment of the program originated from community concerns about the negative behavior of ATS in their environment, the 12 Year Compulsory Education Law, and also that this issue had become a national issue and was the responsibility of the local government. (2) The GSML validation team implemented the program by validating ATS data in their respective areas, which would then be returned to the school and followed up with program monitoring. (3) The GSML validation team successfully enrolled a total of 305 program participants from 428 ATS found in each sub district. The data included 10 formal education institutions and 13 non formal education institutions. Keywords: Program, Back to School Movement, children out of school

| Additional Information: | Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana (1) Latar belakang Dinas Pendidikan dan Kebudayaan Kota Cilegon dalam menginisiasi program Gerakan Sekole Maning Lur. (2) Proses pelaksanaan program Gerakan Sekole Maning Lur yang dilakukan oleh Dinas Pendidikan dan Kebudayaan Kota Cilegon dalam rangka mengembalikan ATS ke sekolah. (3) Keberhasilan program Gerakan Sekole Maning Lur saat dijalankan dan diterapkan kepada anak tidak sekolah di Kota Cilegon. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis deskriptif, dan menggunakan teknik pengumpulan data, seperti observasi, wawancara dan dokumentasi. Sumber data pada penelitian ini terdiri dari 10 informan, yaitu 2 Tim Validasi program, 2 pihak Pengajar PKBM, 1 Kepala Desa, 5 ATS Peserta Program. Hasil penelitian menunjukan bahwa (1) Latar belakang pembentukan program berawal dari keresahan masyarakat perihal perilaku negatif ATS di lingkungannya, UU Wajib Belajar 12 Tahun, dan juga perihal tersebut telah menjadi Isu Nasional dan merupakan tanggung jawab Pemerintah Daerah. (2) Tim validasi GSML melakukan proses pelaksanaan program dengan melakukan validasi data ATS di daerah masing-masing yang kemudian akan dikembalikan untuk bersekolah dan diberlanjutkan dengan pengawasan program. (3) Tim validasi GSML berhasil mendapatkan total 305 peserta program dari 428 ATS yang ditemukan di masing-masing kecamatan. Dengan data 10 Pendidikan Formal dan 13 Lembaga Pendidikan Non Formal.
