Abstract
The Cilegon–Serang urban transport route serves as a primary mode for students, university students, and workers. However, several issues remain, such as the imbalance between the number of operating vehicles and passengers, route deviations from official permits, and overlapping with other transport modes. This study aims to assess passenger satisfaction, analyze operational performance, and identify transport modes that align with community expectations. The method employed is Importance–Performance Analysis (IPA) to measure satisfaction and service conformity, combined with operational performance evaluation based on indicators of load factor, headway, and travel time in accordance with regulations of the Ministry of Transportation. The findings show that the average service conformity level is 80.735%, indicating that urban transport services generally meet passenger expectations. Most passengers expressed satisfaction with punctuality, departure frequency, and driver behavior. Nevertheless, several aspects require improvement. Operational performance reveals that the average load factor is only 26.2%–27.5%, far below the 70% standard, reflecting low occupancy levels. This condition is largely influenced by shifting public preferences toward modern transport modes such as MRT, LRT, and medium-sized buses, making urban transport less attractive. Travel time ranges between 49–73 minutes and headway averages 1.583–1.843 minutes, both of which comply with PM No. 98 of 2013 and PM No. 29 of 2015. Therefore, strategic measures are needed, including fleet quality improvement, route and fleet restructuring, and stronger integration with other transport modes to ensure relevance and competitiveness within the evolving urban transport system.

| Additional Information: | Angkutan kota trayek Cilegon–Serang menjadi moda utama bagi pelajar, mahasiswa, dan pekerja. Namun, jumlah armada yang beroperasi tidak seimbang dengan jumlah penumpang, rute trayek tidak sesuai dengan izin, serta tumpang tindih dengan moda transportasi lain masih menjadi permasalahan. Penelitian ini bertujuan untuk menilai kepuasan penumpang, menganalisis kinerja operasional, dan mengidentifikasi moda transportasi yang sesuai dengan harapan masyarakat. Metode yang digunakan adalah Importance–Performance Analysis (IPA) untuk mengukur kepuasan dan harapan pelayanan, serta kinerja operasional berdasarkan indikator load factor, headway, dan travel time sesuai regulasi Kementerian Perhubungan. Hasil penelitian menunjukkan rata-rata nilai kesesuaian pelayanan sebesar 80,735%, yang berarti pelayanan angkutan kota secara umum sudah memenuhi harapan penumpang. Hal ini sejalan dengan mayoritas penumpang yang merasa cukup puas terhadap aspek ketepatan waktu, frekuensi keberangkatan, serta sikap pengemudi. Namun, terdapat beberapa aspek yang perlu diperbaiki. Kondisi ini tercermin pada kinerja operasional, load factor rata-rata hanya 26,2%–27,5%, jauh di bawah standar 70%, sehingga menunjukkan rendahnya tingkat keterisian angkutan kota. Rendahnya keterisian ini dipengaruhi oleh pergeseran preferensi masyarakat saat ini lebih condong pada moda transportasi modern seperti MRT, LRT, dan bus sedang, sedangkan angkutan kota semakin kurang diminati. Travel time berkisar antara 49–73 menit dan headway rata-rata 1,583–1,843 menit, yang sudah sesuai dengan standar PM No. 98 Tahun 2013 dan PM. No. 29 tahun 2015. Oleh karena itu, diperlukan langkah strategis berupa perbaikan kualitas armada, serta penataan ulang jumlah dan rute angkutan kota, serta memperkuat integrasi dengan moda transportasi lain agar tetap relevan dan kompetitif di tengah perkembangan sistem transportasi perkotaan. | |||||||||
