Abstract
The purpose of this study is to describe the history of the formation of the Suara Karya newspaper, then explain the role of the Suara Karya newspaper as a Golkar political communication medium from 1977 to 1982, as well as Suara Karya's strategy in conveying Golkar's political agenda and its impact on the formation of public opinion. The method used in this study is the historical method which is divided into five stages, namely, topic selection, heuristics, criticism, interpretation, and historiography. The theories used in this study are authoritarian press theory, development press theory, and political communication theory. The results of the study explain that the formation of the Suara Karya newspaper was driven by the need to increase Golkar's electability ahead of its participation in the 1971 elections. As the official mouthpiece of the government, Golkar's victory was a top priority and Suara Karya not only functioned to convey information but also to direct public opinion through narratives that emphasized the importance of political stability, national development, and loyalty to Pancasila. During the 1977-1982 election campaign period, Suara Karya consistently supported Golkar's victory and tended to corner the opposition, through consistent reporting which helped strengthen public support for Golkar as reflected in Golkar's victory in the 1977 and 1982 elections. Thus, Suara Karya played an important role as a political communication instrument that supported the New Order while also showing how the press was used as a tool of power.

| Additional Information: | Tujuan dari penelitian ini adalah untuk mendeskripsikan sejarah terbentuknya surat kabar Suara Karya, kemudian menjelaskan peran surat kabar Suara Karya sebagai media komunikasi politik Golkar tahun 1977—1982, serta strategi Suara Karya dalam menyampaikan agenda politik Golkar dan dampaknya terhadap pembentukan opini publik. Metode yang digunakan dalam penelitian ini adalah metode sejarah yang terbagi dalam lima tahap yaitu, pemilihan topik, heuristik, kritik, interpretasi, dan historiografi. Adapun teori yang digunakan dalam penelitian ini adalah teori pers otoriter, teori pers pembangunan, dan teori komunikasi politik. Hasil penelitian menjelaskan bahwa terbentuknya surat kabar Suara Karya didorong oleh kebutuhan untuk menaikkan elektabilitas Golkar menjelang keikutsertaannya dalam pemilu tahun 1971. Sebagai corong resmi pemerintah, kemenangan Golkar menjadi prioritas utama dan Suara Karya tidak hanya berfungsi menyampaikan informasi tetapi juga mengarahkan opini publik melalui narasi yang menekankan pentingnya stabilitas politik, pembangunan nasional, serta kesetiaan pada Pancasila. Selama masa kampanye pemilu tahun 1977—1982 Suara Karya konsisten mendukung kemenangan Golkar dan cenderung menyudutkan oposisi, melalui pemberitaan yang konsisten turut memperkuat dukungan publik terhadap Golkar sebagaimana tercermin dalam kemenangan Golkar di pemilu tahun 1977 dan 1982. Dengan demikian, Suara Karya berperan penting sebagai instrumen komunikasi politik yang mendukung Orde Baru sekaligus menunjukan bagaimana pers dijadikan sebagai alat kekuasaan. | |||||||||
