Abstract
The School Literacy Movement (GLS) is a program launched by the government as an effort to improve literacy culture and indices with the aim of fostering good habits and positive character. The GLS has been promoted by the government throughout Indonesia for several years. One of the schools that has implemented the GLS program is SMP Negeri 26 Kota Serang. However, several problems have been identified in its implementation, such as low interest in reading among students, inadequate supporting facilities and infrastructure, and a lack of human resources to support the GLS program. This study aims to determine how the GLS program is implemented at SMP Negeri 26 Kota Serang, using the public policy implementation approach theory proposed by Charles O. Jones in Agustino (2020), which consists of three dimensions, namely organization, interpretation, and application. Based on the results of the study on the Implementation of the School Literacy Movement (GLS) Program at SMP Negeri 26 Kota Serang, it is known that its implementation has not been optimal. This is due to several factors, such as limitations in resources and facilities, a lack of understanding of the GLS program among support groups and target groups, a lack of parental involvement in the program's implementation, and differences in character and laziness among students. Therefore, efforts are needed to strengthen the implementation of the GLS program through improvements in facilities and infrastructure, optimization of the roles of all parties involved, and continuous guidance to ensure that the program's objectives are achieved to the fullest extent possible.

| Additional Information: | Gerakan Literasi Sekolah (GLS) merupakan program yang dikeluarkan pemerintah sebagai upaya meningkatkan budaya dan indeks literasi yang bertujuan untuk menumbuhkan kebiasaan yang baik dan berkarakter positif. GLS pada dasarnya sudah digencarkan pemerintah sejak beberapa tahun terakhir di seluruh Indonesia. Salah satu sekolah yang sudah menerapkan program GLS yaitu SMP Negeri 26 Kota Serang. Namun, dalam pelaksanaannya masih ditemukan berapa permasalahan, seperti rendahnya minat membaca di kalangan peserta didik, sarana dan prasarana pendukung yang belum memadai, serta kurangnya SDM pendukung program GLS. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi program GLS di SMP Negeri 26 Kota Serang, menggunakan teori pendekatan implementasi kebijakan publik yang dikemukakan oleh Charles O. Jones dalam Agustino (2020), yang terdiri dari tiga dimensi, yaitu organisasi, Interpretasi dan Penerapan. Berdasarkan hasil kajian Implementasi Program Gerakan Literasi Sekolah (GLS) di SMP Negeri 26 Kota Serang, diketahui pelaksanaannya belum optimal. Hal ini disebabkan oleh beberapa faktor, seperti keterbatasan dalam sumber daya dan fasilitas, kurangnya pemahaman kelompok pendukung dan kelompok sasaran terhadap program GLS, kurangnya peran orang tua dalam pelaksanaan program dan adanya perbedaan karakter dan rasa malas yang dialami oleh siswa. Maka dari itu, diperlukannya upaya penguatan pelaksanaan program GLS melalui peningkatan sarana dan prasarana, optimalisasi peran seluruh pihak yang terkait, serta pendampingan yang berkelanjutan agar tujuan program dapat tercapai secara maksimal. | ||||||
