Abstract

Technological developments in the era of Society 5.0 require government officials, as public service providers, to adapt rapidly to advances in science and technology. In response, the government has implemented merit-based management of State Civil Apparatus (ASN) talent as a strategic instrument; however, in practice, talent competency development as a critical stage of talent management still faces various challenges, particularly in planning and the integration of development programs. This study aims to analyze the implementation of talent competency development within the framework of ASN talent management at the State Administration Agency of the Republic of Indonesia (LAN RI) using a qualitative descriptive approach. Data were collected through in-depth interviews with key informants, field observations, and documentation reviews of relevant policies and supporting documents. The analytical framework is grounded in concept of talent mastery proposed by Ulrich and Smallwood. The findings indicate that talent development at LAN RI has been conducted through various training programs, individual capacity building initiatives, and performance evaluations; however, the implementation has not been fully optimal, as it is not yet based on specific individual needs and target positions, and there remains weak integration between talent mapping results and development programs. Consequently, this study concludes that talent competency development at LAN RI has not been effective or sustainable, highlighting the need to strengthen inter-unit coordination, develop programs based on individual development plans, and enhance alignment between competency development and strategic job requirements.

Additional Information: Perkembangan teknologi pada era society 5.0 menuntut aparatur pemerintah sebagai penyelenggara pelayanan publik untuk mampu beradaptasi secara cepat terhadap perubahan ilmu pengetahuan dan teknologi. Salah satu instrumen strategis yang diterapkan pemerintah dalam menjawab tantangan tersebut adalah manajemen talenta Aparatur Sipil Negara (ASN) berbasis sistem merit. Namun, dalam implementasinya, pengembangan kompetensi talenta sebagai tahapan krusial manajemen talenta masih menghadapi berbagai permasalahan, terutama terkait perencanaan dan integrasi program pengembangan. Penelitian ini bertujuan untuk menganalisis implementasi pengembangan kompetensi talenta dalam kerangka manajemen talenta ASN di Lembaga Administrasi Negara Republik Indonesia (LAN RI). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara mendalam dengan informan kunci, observasi lapangan, serta studi dokumentasi terhadap kebijakan dan dokumen pendukung. Kerangka analisis penelitian didasarkan pada teori talent mastery dari Ulrich dan Smallwood yang menekankan penguatan kompetensi melalui skill development, capability building, feedback and coaching, dan innovation encouragement. Hasil penelitian menunjukkan bahwa pengembangan talenta di LAN RI telah dilaksanakan melalui berbagai program pelatihan, penguatan kapasitas individu, dan evaluasi kinerja. Namun demikian, implementasi tersebut belum sepenuhnya optimal karena belum berbasis pada kebutuhan individu dan jabatan target secara spesifik, serta lemahnya integrasi antara hasil pemetaan talenta dengan program pengembangan. Penelitian ini menyimpulkan bahwa implementasi pengembangan kompetensi talenta di LAN RI belum berjalan secara efektif dan berkelanjutan. Oleh karena itu, diperlukan penguatan koordinasi antarunit, penyusunan program pengembangan berbasis individual development plan, serta penajaman keterkaitan antara pengembangan kompetensi dan kebutuhan jabatan strategis.
