Fakultas Ilmu Sosial dan Ilmu Politik, Program Studi Ilmu Administrasi Negara, Universitas Sultan Ageng Tirtayasa, Serang 2015. Fokus penelitian ini adalah fungsi manajemen pengelolaan perpustakaan umum di Kantor Arsip dan Perpustakaan Daerah Kabupaten Serang. Masalah yang diidentifikasi oleh peneliti dalam penelitian ini adalah : 1). Tidak adanya perkembangan dalam segi teknologi informasi dan sistem pelayanan perpustakaan umum; 2). Terbatasnya Sumber Daya Manusia baik staf maupun tenaga fungsional perpustakaan; 3). Tidak memadainya sarana dan prasarana perpustakaan; 4). Masih rendahnya perhatian, pemahaman dan kesadaran aparatur terhadap pengelolaan perpustakaan; 5). Terbatasnya anggaran yang disediakan dalam pelaksanaan program dan kegiatan perpustakaan. Tujuan penelitian ini adalah untuk mengetahui bagaimana fungsi manajemen pengelolaan perpustakaan umum di Kantor Arsip dan Perpustakaan Daerah Kabupaten Serang. Penelitian ini menggunakan teori Luther Gullick dalam Hasibuan 2009 : Planning, Organizing, Staffing, Directing, Coordinating, Reporting dan Budgeting. Penelitian ini menggunakan metode penelitian kualitatif ekploratif. Hasil penelitian menunjukan bahwa fungsi manajemen pengelolaan perpustakaan umum di Kantor Arsip dan Perpustakaan Daerah Kabupaten Serang belum berjalan dengan maksimal, disebabkan pedoman teknis pengelolaan perpustakaan yang masih terbatas terkait penyelenggaraan perpustakaan digital, pembinaan yang belum mengarah pada aspek pengembangan profesi dan kesejahteraan pengelola perpustakaan, sarana dan prasarana tidak memadai, terbatasnya anggaran serta lemahnya perhatian Pemerintah Daerah terhadap perpustakaan. Saran: Pemerintah terkait (Pemerintah Kabupaten Serang) hendaknya melakukan perhatian lebih terhadap penyelenggaraan pelayanan dan pengelolaan perpustakaan khususnya mengenai biaya operasional, pembinaan dan pengembangan perpustakaan, meningkatkan sarana dan prasarana penunjang kegiatan serta meningkatkan kualitas sumber daya manusia melalui pendidikan dan pelatihan-pelatihan tentang perpustakaan. Sos., M.Si (Advisor II). The focus of this research was the management functions of the public library in the Archives Office and Regional Library. The problems identified by the researcher in this study were: 1). The absence of development in terms of information technology and service system of the public library; 2). The limited human resources of staffs as well as functional library staffs; 3). Inadequacy in infrastructure that supported the activities of the Organization of the services and the development of the library; 4). Lack of attention, understanding and awareness of the apparatus against the management of the library; 5). Budget constraint that was provided in the implementation of the programs and activities of the library. The purpose of this research was to find out the functions of the management of the public library in the Archives Office and Regional Library. This research used the theory of Luther Gullick in Hasibuan 2009: Planning, Organizing, Staffing, Directing, Coordinating, Reporting and Budgeting. This research used exploratory qualitative research methods. The research results showed that the functions of the management of the Archives Office and Regional Library of the Serang Regency were not running yet to the maximum, due to the technical guidelines on the management of the library is still limited to a related organization of the digital library, the training has not led to the aspect of professional development and welfare of library administrator, inadequate infrastructure facilities and budget contrains, and the weakness of the local government attention to the library. Suggestions: related Government (Government of Serang Regency) should be putting more attention towards the organizer of the service and the management of the library, in particular, concern about the operational costs, construction and development of library, improve facilities and infrastructure that supported the activities, as well as improve the quality of human resources through education and training about the library.
