Sultan Ageng Tirtayasa.Dosen Pembimbing Pertama: Drs. Oman Supriyadi, M.Si.,dan Dosen Pembimbing Kedua Rina Yulianti, S.IP. M.Si. Latar belakang masalah penelitian yaitu belum adanya tempat rehabilitasi untuk melakukan program pembinaan, tidak adanya pengawasan kembali oleh Dinas Sosial Kota Cilegon kepada para wanita pekerja seks yang telah mengikuti program pembinaan, sosialisasi program pembinaan yang tidak efektif, terbatasnya anggaran Dinas Sosial untuk melakukan Program Pembinaan. Tujuan penelitian ini untuk mengetahui sejauh mana efektivitas program pembinaan wanita pekerja seks di Kota Cilegon. Penelitian ini menggunakan teori Efektivitas Duncan terdiri dari Pencapaian Tujuan, Integrasi dan Adaptasi.Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Analisis data yang digunakan dalam penelitian ini dari Prasetya Irawan yang meliputi pengumpulan data mentah, transkrip data, pembuatan koding, kategorisasi data, penyimpulan sementara, triangulasi, dan kesimpulan akhir. Hasil penelitian menunjukan bahwa efektivitas program pembinaan Dinas Sosial pada wanita pekerja seks di Kota Cilegon belum berjalan secara efektif. Kesimpulan penelitian ini adalah tujuan dari program inibelumtercapai, sosialisasi yang belum optimal, serta tidak adanya fasilitas yang dibutuhkan untuk mengurangi jumlah wanita pekerja seks di Kota Cilegon. Saran peneliti Dinas Sosial perlu mengadakan pengawasan kembali, memperbaiki cara sosialisasi, mempercepat proses pembangunan gedung rehabilitasi sosial. Kata kunci: Efektifitas, Program Pembinaan.

The background of the problem of research that is the absence of rehabilitation facility to do training programs , the absence of supervision back by the department of social Cilegon City to the women sex workers who have followed training programs , socialization guidance program is not effective , the limited budget of the social to do training programs. The purpose of this study to determine the extent to which the effectiveness of the guidance program of female sex workers in the city of Cilegon. This study uses the theory of Duncan Effectiveness consists of Achievement, Integration and Adaptation. The method used is descriptive method with qualitative approach. Analysis of the data used in this studyis PrasetyaIrawan which includes raw data collection, a transcript of that data, making coding, data categorization, temporary conclusion, triangulation, and ultimate conclusion.The results showed that the effectiveness of development programs of Social Service in female sex workers in the city of Cilegon not running optimally. Conclusion of the study the effectiveness of program development of female sex workers by the Department of Social Cilegon still not running effectively.The conclusion of this study is the objectives of the program has not been obtained, for the socialization that is not ideal, coupled with the lack of facilities that are needed to reduce the number of women sex workers in Cilegon City.Researchers advice of the social supervision should hold back, fix way socialization, speed up the construction of social rehabilitation building.
