Abstract

Implementasi Peraturan Gubernur Banten Nomor 13 Tahun 2012 Tentang Program Gerakan Pembangunan Kecamatan Banten Bersatu (GERBANG RATU) di Kecamatan Kasemen Kota Serang, Program Studi Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtasaya, Dr. Ayuning Budiati, MPPM (Pembimbing I) dan Titi Stiawati , S.Sos., M.Si (Pembimbing II). Kata Kunci: Implementasi, Program GERBANG RATU. Program GERBANG RATU adalah program pemerintah untuk mempercepat penanggulangan kemiskinan secara terpadu dan berkelanjutan dengan memberikan dana bantuan sebesar 1 Milyar per kecamatan se Provinsi Banten. Lokus dalam penelitian ini di Kecamatan Kasemen Kota Serang yang merupakan Kecamatan yang memiliki masyarakat miskin terbanyak se Kota Serang. Fokus dalam penelitian ini adalah Implementasi Peraturan Gubernur Banten Nomer 13 Tahun 2012 Tentang Program Gerakan Pembangunan Kecamatan Banten Bersatu di Kecamatan Kasemen Kota Serang. Masalah yang muncul dalam penelitian ini adalah pelaksana program tidak memahami permasalahan didaerah, ketidakmampuannya pelaksana program dalam menentukan prioritas pembangunan, dan kurang proporsionalnya pembagian dana. Dengan rumusan masalahnya yaitu bagaimanakah Implementasi Peraturan Gubernur Banten Nomor 13 Tahun 2012. Metode yang digunakan dalam penelitian ini adalah kualitatif, instrumen penelitiannya adalah peneliti sendiri dengan menggunakan cara wawancara informan penelitian, studi dokumentasi dan triangulasi. Informan penelitian dalam penelitian ini sebanyak 8 orang. Penelitian ini menggunakan teori Edward III yang memuat 4 indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Adapun hasil dalam penelitian ini berdasarkan wawancara dengan informan penelitian Implementasi Peraturan Gubernur Banten Nomer 13 Tahun 2012 Tentang Program Gerakan Pembangunan Kecamatan Banten Bersatu (GERBANG RATU) di Kecamatan Kasemen Kota Serang tersebut berjalan dengan baik. Saran yang diberikan oleh peneliti adalah pemerintah dapat melanjutkan kembali Program GERBANG RATU dikarenakan program ini sangat membantu masyarakat dalam hal ekonomi dan insfrastruktur pedesaan dan dana GERBANG ratu tidak dikenakan pajak karena perhitungannya sangat membebani masyarakat dan dana yang diperoleh minim.

GERBANG RATU program is a government program to accelerate poverty reduction integrally and sustained by providing a grants of 1 Billion per district in Banten Province. The focus of this research is in Kasemen District of Serang City which has the most many poor people in Serang City. This research is focused on the Implementation of Banten Governor Regulation No. 13 2012 the Movement of Development Banten District Unity program in Kasemen District of Serang City. The problems that arise in this study are the implementation of the program did not apprehend the problem areas, an inability of the program implementer in the defining development priority, and the lack of proportional distribution of donation. Formulation of the problem in this research was how the Implementation of Banten Governor Regulation No.13 2012. The method used in this study was qualitative research, and the instrument was the researcher himself used informant interviews research, documentary studies and triangulation. The informants in this research as many as 8 people. This research used the theory of Edward III, which includes four indicators they were communication, resources, disposition, and bureaucratic structure. The result of this research based on interview with the informants research Implementation of Banten Governor Regulation No.13 2012 about the Movement of Development Banten District Unity program (GERBANG RATU) in Kasemen district of Serang City was running well. The advice that given by the researcher that government has to continue GERBANG RATU program because this program helps the society in terms economy and rural infrastructure and GERBANG RATU donation should not have a taxes because the calculation was so burden on society and the donations were raised was minim. |
