Abstract
This study aims to evaluate the implementation of the program for preventing violations of the neutrality of Civil Servants (ASN) by the Election Supervisory Agency (Bawaslu) of Serang City during the 2024 General Election. Serang City recorded the highest number of ASN neutrality violations in Banten Province, indicating weak supervision effectiveness and inadequate policy implementation. The research employs a descriptive qualitative method using Leo Agustino’s policy evaluation theory, which encompasses five key aspects: apparatus resources, institutional capacity, facilities and infrastructure, financial support, and regulations. Data were collected through interviews, observations, and document studies. The findings reveal that the prevention program has not been running optimally. Institutional effectiveness remains low due to formal and unsustained inter-agency coordination. Participatory supervision through the Kader Pengawas Partisipatif (KPP) has not been consistently implemented, while the use of public communication tools remains limited. Furthermore, budget management still depends on Bawaslu of Banten Province, and the absence of specific technical guidelines at the regional level hampers program effectiveness. Nevertheless, Bawaslu of Serang City possesses competent, high-integrity, and adaptive personnel in responding to electoral dynamics. This study recommends strengthening institutional and human resource capacity, enhancing cross-sector collaboration, innovating public communication strategies, and providing stronger regulatory and financial support to ensure a more effective and sustainable prevention of ASN neutrality violations.

| Additional Information: | Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program pencegahan pelanggaran netralitas Aparatur Sipil Negara (ASN) oleh Badan Pengawas Pemilu (Bawaslu) Kota Serang pada Pemilu 2024. Kota Serang menempati posisi tertinggi dalam kasus pelanggaran netralitas ASN di Provinsi Banten, yang menunjukkan masih lemahnya efektivitas pengawasan dan implementasi kebijakan pencegahan. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan teori evaluasi kebijakan Leo Agustino, yang mencakup lima aspek utama yaitu sumber daya aparatur, kelembagaan, sarana dan prasarana, keuangan, serta regulasi. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa program pencegahan belum berjalan optimal. Efektivitas kelembagaan masih rendah karena koordinasi antar instansi bersifat formal dan belum berkelanjutan. Pengawasan partisipatif melalui Kader Pengawas Partisipatif (KPP) belum terlaksana secara konsisten, sementara pemanfaatan sarana komunikasi publik masih terbatas. Selain itu, pengelolaan anggaran bergantung pada Bawaslu Provinsi Banten dan belum adanya petunjuk teknis khusus di tingkat daerah turut menghambat efektivitas program. Meski demikian, Bawaslu Kota Serang memiliki aparatur yang kompeten, berintegritas, dan adaptif terhadap dinamika Pemilu. Penelitian ini merekomendasikan penguatan kapasitas kelembagaan dan sumber daya manusia, peningkatan kolaborasi lintas sektor, inovasi komunikasi publik, serta dukungan regulasi dan pendanaan yang memadai agar pencegahan pelanggaran netralitas ASN dapat berjalan lebih efektif dan berkelanjutan. | ||||||
