Abstract
Child marriage remains a persistent issue in Serang City and continues to affect many aspects of children’s lives, especially for girls. Prevention efforts are carried out through the Family Learning Center (PUSPAGA), a service unit that provides guidance, counseling, and educational support for families. This study explores how PUSPAGA’s exploration contributes to child marriage prevention, using a qualitative phenomenological approach to understand the lived experiences of staff members, families, and adolescents. Data were collected through in-depth interviews, observations, and document reviews. The findings show that PUSPAGA’s exploration is still far from ideal. One of the main obstacles is the lack of reliable data, as many child marriages take place outside official records. Persistent parental beliefs that favor early marriage and limited funding also restrict the scope of services and outreach activities. Under these conditions, PUSPAGA functions more as a supporting unit rather than a primary policy implementer. Strengthening institutional capacity, securing better funding, and adopting culturally sensitive communication strategies are needed to improve child marriage prevention efforts in Serang City.

| Additional Information: | Perkawinan anak tetap menjadi masalah yang persisten di Kota Serang dan terus memengaruhi banyak aspek kehidupan anak, terutama anak perempuan. Upaya pencegahan dilakukan melalui Pusat Pembelajaran Keluarga (PUSPAGA), sebuah unit layanan yang menyediakan bimbingan, konseling, dan dukungan edukatif bagi keluarga. Studi ini mengeksplorasi bagaimana peran PUSPAGA berkontribusi pada pencegahan perkawinan anak, dengan menggunakan pendekatan fenomenologis kualitatif untuk memahami pengalaman langsung para staf, keluarga, dan remaja. Data dikumpulkan melalui wawancara mendalam, observasi, dan telaah dokumen. Temuan menunjukkan bahwa peran PUSPAGA masih jauh dari ideal. Salah satu hambatan utama adalah kurangnya data yang dapat diandalkan, karena banyak perkawinan anak terjadi di luar catatan resmi. Keyakinan orang tua yang secara konsisten mendukung perkawinan dini serta keterbatasan pendanaan juga membatasi cakupan layanan dan kegiatan penyuluhan. Dalam kondisi tersebut, PUSPAGA berfungsi lebih sebagai unit pendukung daripada pelaksana kebijakan utama. Penguatan kapasitas kelembagaan, penyediaan pendanaan yang lebih baik, dan penerapan strategi komunikasi yang peka budaya diperlukan untuk meningkatkan upaya pencegahan perkawinan anak di Kota Serang. | ||||||||||||
