Abstract

This study is motivated by the limited access of citizens to public administrative services during regular working hours, which led to the emergence of the Lamar Si Neng innovation in East Bekasi District. The program provides administrative services at night while also facilitating a community market for local MSMEs. The main problems identified include low public participation, weak cross-sectoral coordination, and the declining sustainability of MSME activities. The purpose of this research is to analyze the implementation of the program based on David L. Weimer and Aidan R. Vining’s policy implementation model, which emphasizes three aspects: policy logic, policy environment, and implementor capacity. This research employed a qualitative descriptive approach using in-depth interviews, field observations, and documentation. The findings show that the program’s objectives are relevant to the needs of workers and students, and that administrative services have been consistently delivered every Friday night. However, the integration with MSME empowerment has not continued, accessibility for residents in peripheral areas remains limited, and coordination across government levels has not been optimal. Thus, although Lamar Si Neng represents a promising public service innovation, its effectiveness still requires improvement through more intensive socialization strategies, stronger cross-sectoral coordination, and sustained support for MSME actors.

Additional Information: Penelitian ini dilatarbelakangi oleh rendahnya akses masyarakat terhadap layanan administrasi publik pada jam kerja reguler, yang kemudian mendorong lahirnya inovasi pelayanan “Lamar Si Neng” di Kecamatan Bekasi Timur. Program ini menyediakan layanan administrasi pada malam hari sekaligus memfasilitasi pasar rakyat UMKM. Permasalahan utama yang diidentifikasi meliputi partisipasi masyarakat yang rendah, lemahnya koordinasi lintas sektor, serta berkurangnya keberlanjutan kegiatan UMKM. Penelitian ini bertujuan menganalisis implementasi program berdasarkan model David L. Weimer dan Aidan R. Vining melalui tiga aspek: logika kebijakan, lingkungan kebijakan, dan kemampuan implementor. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa tujuan program relevan dengan kebutuhan masyarakat pekerja dan pelajar, serta layanan administrasi berjalan konsisten setiap Jumat malam. Namun, integrasi dengan pemberdayaan UMKM tidak berlanjut, aksesibilitas masyarakat di wilayah pinggiran masih terbatas, dan koordinasi antar tingkatan pemerintahan belum optimal. Dengan demikian, meskipun Lamar Si Neng merupakan inovasi layanan publik yang potensial, efektivitasnya masih perlu ditingkatkan melalui strategi sosialisasi yang lebih intensif, penguatan koordinasi lintas sektor, serta dukungan berkelanjutan bagi pelaku UMKM.
