Abstract
The capture fisheries sector is of significant importance to the national economy; however, compliance among fishermen with respect to fishing vessel licensing documents remains suboptimal. The objective of this research is to systematically analyze the degree of compliance demonstrated by fishermen concerning licensing documentation at Satwas SDKP Serang. The study employed a survey methodology, gathering data from 45 vessels, including 19 lift net boats and 2 angling vessels at Karangantu fishing port, as well as 24 trawls at Kronjo fishing port. Descriptive statistical analysis was utilized to determine compliance levels and related metrics. Results show 100% compliance for SIUP and SIPI documents, but only 33.16% at Karangantu and 22.92% at Kronjo for SLO and SPB documents. Compliance continuity for SLO and SPB applications ranged from 38.54 % to 68.91%, while success rates ranged from 19.27% to 34.45%. Low compliance was caused by technical constraints of the e-SLO application, limited technology understanding, and adverse weather conditions. | Additional Information: | Sektor perikanan tangkap memiliki peran penting dalam perekonomian nasional; namun, tingkat kepatuhan nelayan terhadap dokumen perizinan kapal perikanan masih belum optimal. Tujuan penelitian ini adalah menganalisis secara sistematis tingkat kepatuhan nelayan terhadap dokumen perizinan di Satwas SDKP Serang. Studi ini menggunakan metode survei, mengumpulkan data dari 45 kapal, termasuk 19 kapal Bagan Perahu dan 2 kapal Pancing Ulur di Pelabuhan Perikanan Nusantara Karangantu, serta 24 kapal Jaring Tarik Berkantong di Pangkalan Pendaratan Ikan Kronjo. Analisis statistik deskriptif digunakan untuk menentukan tingkat kepatuhan dan metrik terkait. Hasil menunjukkan tingkat kepatuhan 100% untuk dokumen SIUP dan SIPI, tetapi hanya 33,16% di PPN Karangantu dan 22,92% di PPI Kronjo untuk dokumen SLO dan SPB. Derajat kontinuitas kepatuhan untuk permohonan SLO dan SPB berkisar antara 38,54% hingga 68,91% sementara tingkat keberhasilan berkisar antara 19,27% hingga 34,45%. Kepatuhan yang rendah disebabkan oleh keterbatasan teknis aplikasi e-SLO, pemahaman teknologi yang terbatas dan kondisi cuaca yang buruk.
