Abstract

This study evaluates the effectiveness of the Serang Regency Regional Spatial Plan (RTRW) in mitigating flood disaster risk by integrating spatial analysis, identification of strategic obstacles, and data-based policy recommendations. The study was conducted by analyzing the distribution of 102 flood events from 2022 to 2024 and comparing them with flood-prone areas stipulated in RTRW Regional Regulation Number 5 of 2020, based on spatial analysis it is known that 63% of actual flood points are outside the predetermined flood-prone zone, indicating inaccuracies in the delineation of flood disaster risk. The highest flood concentrations occurred in Padarincang District, Cinangka and Cikande, which were influenced by lowland topography factors and proximity to the Cidano and Cidurian Watersheds. The main obstacle is most indluential is the lack of synchronization of regulations between agencies, especially the difference in the delineation of flood-prone zones between the DPUPR RTRW and the BPBD Disaster Master Plan, as well as the lack of support for disaster mitigation implementation regulations, which is characterized by the lack of preparation of the Serang Regency Disaster Risk Assessment Document. These findings affirm the importance of aligning flood risk zone policies between the DPUPR RTRW and the BPBD Disaster Master Plan as well as the preparation of regional disaster risk assessment documents as a strategic step to increase the effectiveness of the RTRW in mitigating flood risks and reducing regional vulnerability to future flood disasters.

Additional Information: Penelitian ini mengevaluasi efektivitas Rencana Tata Ruang Wilayah (RTRW) Kabupaten Serang dalam mitigasi risiko bencana banjir dengan mengintegrasikan analisis spasial, identifikasi hambatan strategis, serta rekomendasi kebijakan berbasis data. Studi dilakukan dengan menganalisis sebaran 102 kejadian banjir dari tahun 2022 hingga 2024 dan membandingkannya dengan wilayah rawan banjir yang ditetapkan dalam RTRW Perda Nomor 5 Tahun 2020. berdasarkan analisis spasial diketahui bahwa 63% titik banjir aktual berada di luar zona rawan banjir yang telah ditetapkan, menandakan ketidakakuratan dalam delineasi risiko bencana banjir tersebut. Konsentrasi banjir tertinggi terjadi di Kecamatan Padarincang, Cinangka dan Cikande, yang dipengaruhi oleh faktor topografi dataran rendah serta kedekatan dengan Daerah Aliran Sungai (DAS) Cidano dan Cidurian. Melalui Focus Group Discussion (FGD) dan analisis MICMAC, penelitian mengidentifikasi 15 variabel hambatan strategis yang terbagi dalam lima dimensi, yaitu kebijakan, teknis, anggaran dan sumber daya, sosial dan budaya, serta lingkungan. Hambatan utama yang paling berpengaruh adalah ketidaksinkronan regulasi antar instansi, khususnya perbedaan delineasi zona rawan banjir antara RTRW DPUPR dan Master Plan Kebencanaan BPBD, serta kurangnya dukungan peraturan implementasi mitigasi bencana, yang ditandai dengan belum tersusunnya Dokumen Kajian Risiko Bencana Kabupaten Serang. Temuan ini menegaskan pentingnya penyelarasan kebijakan zona risiko banjir antara RTRW DPUPR dan Master Plan Kebencanaan BPBD serta penyusunan dokumen kajian risiko bencana daerah sebagai langkah strategis untuk meningkatkan efektivitas RTRW dalam mitigasi risiko banjir dan mengurangi kerentanan wilayah terhadap bencana banjir di masa depan.
