Abstract
The regulation of street vendors (PKL) poses a major challenge for local governments, including those in Serang and Cilegon. Increasing urbanization requires these two cities to strike a balance between urban space management, support for the informal economy, and public comfort. However, relocation in regulation policies often fails to consider the economic conditions of vendors after regulation. This shows that physical regulation alone is not enough to have an optimal impact without empowerment that touches on the social and economic aspects of vendors. This study aims to compare the impact of PKL regulation in Kepandean Market in Serang City with Kranggot Market in Cilegon City. The method used is descriptive qualitative with the Single Program After-Only evaluation model from Finsterbusch and Motz, which was developed with Langbein's evaluation theory through four dimensions: i) time, ii) the difference between actual and expected impacts, iii) the level of impact aggregation, and iv) the type of impact. Data was obtained through observation, interviews, and documentation, then analyzed using the Miles and Huberman model. The results of the study show that the arrangement in Serang City has a better impact on spatial planning and the development of street vendor businesses, while Cilegon City still needs to improve its empowerment activities in order to produce real and sustainable change. The governments of both cities are advised to follow up on their arrangement policies with sustainable empowerment activities through skills improvement, access to capital, and market infrastructure improvement.

| Additional Information: | Penataan Pedagang Kaki Lima (PKL) menjadi tantangan besar bagi pemerintah daerah, termasuk di Kota Serang dan Kota Cilegon. Meningkatnya urbanisasi menuntut kedua kota ini untuk menyeimbangkan antara pengelolaan ruang kota, dukungan terhadap ekonomi informal, serta kenyamanan masyarakat. Namun, relokasi dalam kebijakan penataan sering kali kurang memperhatikan kondisi ekonomi pedagang pasca-penataan. Hal ini menunjukkan bahwa penataan yang bersifat fisik semata tidak cukup berdampak optimal tanpa disertai pemberdayaan yang menyentuh aspek sosial dan ekonomi pedagang. Penelitian ini bertujuan untuk mengetahui perbandingan dampak penataan PKL di Pasar Kepandean Kota Serang dengan Pasar Kranggot Kota Cilegon. Metode yang digunakan adalah deskriptif kualitatif dengan model evaluasi Single Program After-Only dari Finsterbusch dan Motz, yang dikembangkan dengan teori evaluasi Langbein melalui empat dimensi: i)waktu, ii)selisih antara dampak aktual dan harapan, iii)tingkat agregasi dampak, dan iv)tipe dampak. Data diperoleh melalui observasi, wawancara, dan dokumentasi, lalu dianalisis dengan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa penataan di Kota Serang memberikan dampak lebih baik terhadap tata ruang dan pengembangan usaha PKL, sedangkan Kota Cilegon masih perlu meningkatkan kegiatan pemberdayaan guna menghasilkan perubahan yang nyata dan berkelanjutan. Pemerintah kedua kota disarankan menindaklanjuti kebijakan penataan dengan kegiatan pemberdayaan berkelanjutan melalui peningkatan keterampilan, akses permodalan, dan peningkatan infrastruktur pasar. | ||||||
