Abstract

Riset ini menjelaskan problematika kerja sama suprastruktur politik dalam mengatasi permasalahan kemiskinan di Indonesia. Meskipun berbagai kebijakan telah dirancang untuk mengurangi angka kemiskinan, tetapi dalam realisasinya terdapat hambatan yang belum terselesaikan. Teori Politic Suprastructur Almond and Coleman digunakan untuk mengkaji hubungan kerja sama antar suprastruktur politik dan Teori Poverty Amartya Sen guna melihat permasalahan kemiskinan. Metode kualitatif pendekatan studi kasus Creswell digunakan untuk menjelaskan permasalahan kerja sama suprastruktur politik untuk menyelesaikan masalah kemiskinan di Indonesia. Hasil penelitian menjelaskan polemik pengentasan kemiskinan terjadi akibat kurangnya kerja sama antar lembaga yang disebabkan oleh ego sektoral, sehingga implementasi program-program kemiskinan tidak berjalan maksimal. Adapun temuan analisis perspektif Almond and Coleman pada hubungan kerja sama suprastruktur politik dalam kemiskinan di Indonesia adalah: 1) Ketidakharmonisan kerja sama antar suprastruktur politik dalam pengentasan kemiskinan; dan 2) Rumitnya proses birokrasi yang berbelit, membuat suprastruktur politik kesulitan dalam mengambil keputusan secara tepat dan efisien. Sedangkan pandangan sen, pada kondisi kemiskinan di Indonesia yaitu: 1) Kurangnya sumber daya suprastruktur politik yang menghambat kemampuan masyarakat; dan 2) Partisipasi masyarakat menurun karena ketidakpuasan terhadap pelayanan yang diberikan oleh suprastruktur politik.

Additional Information: This research examines the challenges of political suprastructure cooperation in addressing poverty in Indonesia. Despite the implementation of various policies aimed at poverty reduction, their realization faces unresolved obstacles. Almond and Coleman's Political Suprastructure Theory is employed to analyze the cooperative relationships among political suprastructures, while Amartya Sen's Poverty Theory provides a framework for understanding poverty issues. A qualitative case study approach, following Creswell's methodology, is utilized to elucidate the problems of political suprastructure cooperation in alleviating poverty in Indonesia. The findings indicate that the polemic surrounding poverty alleviation stems from insufficient inter-institutional cooperation, primarily due to sectoral ego. This significantly impedes the optimal implementation of poverty programs. Analysis from Almond and Coleman's perspective reveals two key issues in the cooperative relationship of political suprastructures in Indonesian poverty: 1) disharmony in cooperation among political suprastructures in poverty alleviation; and 2) complex and convoluted bureaucratic processes hindering timely and efficient decisionmaking by political suprastructures. From Sen's viewpoint, the conditions of poverty in Indonesia are characterized by: 1) inadequate political suprastructure resources limiting community capabilities; and 2) declining public participation due to dissatisfaction with services provided by political suprastructures.
