Abstract

Riset ini menjelaskan kondisi ketahanan pangan di Kabupaten Serang dalam menghadapi terjadinya perubahan iklim. Teori yang digunakan dalam penelitian ini untuk mengkaji kondisi ketahanan pangan di Kabupaten Serang adalah teori Food Security dari C. Peter Timmer yang didalamnya yaitu terdapat tiga indikator yaitu availability, access (economy access dan physical access) dan utilization. Metode kualitatif dengan pendekatan studi kasus Creswell digunakan untuk menjelaskan atau menggambarkan dinamika perubahan iklim terhadap ketahanan pangan di Kabupaten Serang. Hasil penelitian menunjukan bahwa dinamika perubahan iklim berimplikasi langsung terhadap ketahanan pangan di Kabupaten Serang. Perubahan iklim berdampak pada availability atau ketersediaan pangan yaitu penurunan produksi atau produktivitas pertanian dan luas panen padi, baik itu pada musim hujan yang menyebabkan sawah banjir dan musim kemarau berkepanjangan yang menyebabkan sawah mengalami kekeringan. Dari indikator access, infrastruktur pasar dan jalan masih menjadi kendala dalam distribusi hasil pertanian dan dampak dari perubahan iklim memperparah akses di Kabupaten Serang. Sedangkan indikator utilization perubahan iklim berdampak pada ketersediaan air bersih dan saat terjadi curah hujan ekstrem atau banjir, infrastruktur sanitasi seperti septic tank dan saluran pembuangan dapat rusak dan berpengaruh terhadap kesehatan masyarakat. Additional Information: This research describes the condition of food security in Serang Regency in facing climate change. The theory used in this study to examine the condition of food security in Serang Regency is C. Peter Timmer's Food Security theory, which includes three indicators, namely availability, access (economic access and physical access), and utilization. A qualitative method with a Creswell case study approach was used to explain or describe the dynamics of climate change on food security in Serang Regency. The results of the study show that the dynamics of climate change have a direct implication on food security in Serang Regency. Climate change affects availability or food availability, namely a decline in agricultural production or productivity and rice harvest area, both in the rainy season, which causes flooding of rice fields, and in the prolonged dry season, which causes rice fields to experience drought. In terms of the access indicator, market and road infrastructure remain obstacles to the distribution of agricultural products, and the impact of climate change has worsened access in Serang Regency. Meanwhile, in terms of utilization, climate change impacts the availability of clean water, and during extreme rainfall or flooding, sanitation infrastructure such as septic tanks and drainage systems can be damaged, affecting public health.
