Abstract
This study aims to test, analyze, and prove the mediating role of Organizational Citizenship Behavior and Job Satisfaction (Z) in the relationship between Transformational Leadership (X) and Employee Performance (Y) at the Public Works and Spatial Planning Office of Serang Regency. The population in this study consists of employees at the Public Works and Spatial Planning Office of Serang Regency, with a sample of 114 ASN (civil servant) employees selected using purposive sampling technique. The research method used is quantitative with a descriptive approach. This study collects data through literature review, interviews, observations, and questionnaires. The data analysis method used is Structural Equation Modeling (SEM) with the SmartPLS 4.0 analysis tool. This study obtained the following results: (1) Transformational leadership does not have a significant effect on employee performance. (2) Transformational leadership has a positive and significant effect on organizational citizenship behavior. (3) Organizational citizenship behavior has a positive and significant effect on employee performance. (4) Transformational leadership has a positive and significant effect on job satisfaction. (5) Job satisfaction has a positive and significant effect on employee performance. (6) Organizational citizenship behavior can fully mediate the effect of transformational leadership on employee performance. (7) Job satisfaction can fully mediate the effect of transformational leadership on employee performance.

| Additional Information: | Penelitian ini bertujuan untuk menguji dan menganalisis serta membuktikan bagaimana peran mediasi Organizational Citizenship Behavior dan Kepuasan Kerja (Z) pada hubungan Kepemimpinan Transformasional (X) dengan Kinerja Pegawai (Y) di Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Serang. Populasi dalam penelitian ini adalah pegawai pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Serang dengan sampel pegawai ASN yang berjumlah sebanyak 114 responden dengan menggunakan teknik purposive sampling. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan deskriptif. Penelitian ini melakukan pengumpulan data berdasarkan studi literatur, wawancara, observasi serta kuesioner. Metode analisis data yang digunakan adalah Structural Equation Modelling (SEM) dengan alat analisis SmartPLS 4.0. Penelitian ini mendapatkan hasil sebagai berikut: (1) Kepemimpinan transformasional tidak berpengaruh signifikan terhadap kinerja pegawai. (2) Kepemimpinan transformasional berpengaruh positif dan signifikan terhadap organizational citizenship behavior. (3) Organizational citizenship behavior berpengaruh positif dan signifikan terhadap kinerja pegawai. (4) Kepemimpinan transformasional berpengaruh positif dan signifikan terhadap kepuasan kerja. (5) Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja pegawai. (6) Organizational citizenship behavior dapat memediasi secara penuh pengaruh kepemimpinan transformasional terhadap kinerja pegawai. (7) Kepuasan kerja dapat memediasi secara penuh pengaruh kepemimpinan transformasional terhadap kinerja pegawai. | |||||||||
