Abstract
The implementation of processing juridical data in the PTSL program is carried out by the PTSL Legal Task Force. The Legal Task Force, in its authority to process juridical data in the PTSL program in Pandeglang Regency, faces obstacles that result in delays in processing juridical data and in implementing the PTSL program. This research problem identification is how the authority of the Legal Task Force is implemented in processing juridical data in the PTSL program at the BPN of Pandeglang Regency, and what obstacles are faced by the Legal Task Force in processing juridical data in the PTSL program at the BPN of Pandeglang Regency. The theories used in this research are the theory of authority and the theory of public service. The research method used is the empirical juridical method with a descriptive analytical research specification. Based on research results, the authority of the Legal Task Force (Satgas Yuridis) in the PTSL program is to collect legal data to be processed by checking the completeness of legal data, inputting and validating legal data until the issuance of Land Rights Certificates (SHAT) to the community. The PTSL program in Pandeglang Regency in 2023 was implemented in 14 sub-districts and 42 villages/urban villages, with a total of 7,500 people registering and receiving certificates, and in 2024 it was implemented in 24 sub-districts and 59 villages/urban villages, with a total of 19,147 people registering and receiving certificates. The obstacles faced by the Legal Task Force in processing legal data include applicants being located outside the area, disputes over land ownership among family members, limited village officials assisting the Legal Task Force, and geographic conditions. The conclusion of this study is that the legal task force has carried out its authority and duties as a public servant in implementing the PTSL program until the successful issuance of certificates to the community. However, there are still hindering factors in processing legal data, which will affect the implementation of the PTSL program. The suggestion is that the BPN, the Adjudication Committee, and the Legal Task Force must carefully select the village officials who will assist in carrying out the PTSL program.

| Additional Information: | Pelaksanaan dalam memproses data yuridis pada program PTSL dilakukan oleh Satgas Yuridis PTSL. Satgas Yuridis dalam kewenangannya untuk memproses data yuridis pada program PTSL di Kabupaten Pandeglang memiliki hambatan sehingga mengakibatkan terlambatnya dalam memproses data yuridis maupun dalam melaksanakan program PTSL. Identifikasi masalah penelitian ini yaitu bagaimana pelaksanaan kewenangan Satgas Yuridis dalam memproses data yuridis pada program PTSL di BPN Kabupaten Pandeglang? dan apa hambatan yang dihadapi oleh Satgas Yuridis dalam memproses data yuridis pada program PTSL di BPN Kabupaten Pandeglang? teori yang digunakan dalam penelitian ini yaitu teori kewenangan dan teori pelayanan publik. Metode penelitian yang digunakan adalah metode yuridis empiris dengan spesifikasi penelitian deskriptif analisis. Berdasarkan hasil penelitian bahwa kewenangan Satgas Yuridis pada program PTSL yaitu mengumpulkan data yuridis yang akan diproses dengan memeriksa kelengkapan data yuridis, meng-input dan memvalidasi data yuridis sampai terbitnya Sertifikat Hak Atas Tanah (SHAT) kepada masyarakat. Program PTSL di Kabupaten Pandeglang pada tahun 2023 telah terlaksana di 14 Kecamatan dan 42 Desa/Kelurahan dengan jumlah sebanyak 7.500 masyarakat yang mendaftar dan menerima sertifikat, dan pada tahun 2024 telah terlaksana di 24 Kecamatan dan 59 Desa/Kelurahan dengan jumlah sebanyak 19.147 masyarakat yang mendaftar dan menerima sertifikat. Hambatan yang dialami oleh Satgas Yuridis dalam memproses data yuridis yaitu masyarakat pemohon PTSL berada di luar wilayah, permasalahan sengketa kepemilikan tanah antar keluarga, keterbatasan aparat desa yang membantu Satgas Yuridis, serta kondisi geografis. Kesimpulan dalam penelitian ini yaitu Satgas yuridis telah menjalankan kewenangan dan tugasnya sebagai pelayan publik dalam melaksanakan program PTSL sampai dengan berhasilnya terbit sertifikat pada masyarakat. Namun masih terdapat faktor penghambat dalam memproses data yuridis sehingga hal tersebut akan berpengaruh pada pelaksanaan program PTSL. Saran, BPN, Panitia Ajudikasi dan Satgas Yuridis harus menseleksi Aparat Desa yang akan membantu melaksanakan program PTSL. | |||||||||
